AMENDMENT 1:The following previously asked questions and answers are included as follows: 1)Here is some information concerning exhibits in Paris: a) Paris type of building construction: Brick/Stone/Concrete/Wood; b) Premises have smoke detectors: Pyrotronic System 3 automatic fire detection/alarm installation. C) The fire alarm system is not directly connected to a local fire department; however, to a central control station in-house. D) Do you have automatic fire extinguishers (halon, pre-action sprinkler, dry-pipe sprinkler, wet-pipe sprinkler) No. E) Do you have portable hand extinguishers? Yes. 2)Here is some information concerning in London: A) Type of building construction: Brick Exterior/Brick Walls/Wood Floor. B) Indicate type of manufacturer of the following: Smoke Detectors?M.R. Security Limited. C) Is your fire alarm system directly connected to a local fire department? Yes. D) Is your fire alarm system directly connected to a central control station in-house? Yes. E) Do you have automatic fire extinguishers (halon, preaction sprinkler, dry-pipe sprinkler, wet-pipe sprinkler). Yes. F) Do you have portable hand extinguishers? Yes. 3)The scope of the art work covered by the program is as follows: All encompassing including: jewelry, glass, sculpture, mixed media, video, drawings, paintings, photography, historical objects, costumes, decorative objects. Each work is identified and registered with individual value and object description. 4)OBO/ART installations occur within the Ambassador?s residences in the public or representational areas only and occasionally within the Executive Suite in the Chancery. 5)The works of art are most often lent by non-government offices, for example the Department of Interior, Smithsonian Institutions, etc. 6)The program does not include exhibitions at non US government facilities while outside the United States. 7)Professional packing firms are contracted by the program domestically. The following list of companies are used on a regular basis. Please note that this list is by no means complete or final as the program is continually using new companies (to increase our vendor base, sometimes only for specific projects, sometimes per lender request). Please also not that these companies provide packing & crating services only. Artex Atelier 4 Gander & White Bonsai Surround Art Companies we use on a regular basis for international airfreight of crates to overseas posts include: Masterpiece International Global Specialized Services (GTS) Atelier 4 Gander & White. Since posts are responsible for contracting local packing & shipping companies, I cannot provide you with a list of companies used abroad. In unique situations, we require that certain foreign companies be used. SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 of the FAR as supplemented with additional information included in the notice. This announcement and the SF 1449 (UPLOADED) constitutes the solicitation. MUST SUBMIT proposal ON ALL-OR-NONE BASIS. LOWEST PRICE TECHNICALLY ACCEPTABLE. MUST MEET ALL SPECIFICATIONS. The Department of State (DOS) Office of Logistics Management, on behalf of the Office of Overseas Building Operations, Operations Management, and Division of Art in the Embassies anticipates awarding a 12-month, All Risk (excluding War and Terrorism coverage) insurance contract. The contract shall insure $100,000,000 worth of art, properties or items displayed at (and in transit to and from) Department of State properties worldwide. The art, properties or items insured under this contract shall be insured at all times from the commencement date of the contract until expiration. This requirement shall be a Total Small Business Set-Aside. Diplomatic Security also is very involved in the operations at each embassy along with U.S. Marines security units assigned to each embassy. Average value of Fine Arts per shipment: 50% $50,000-$100,000; 30% $100,000-$500,000; 10% $500,000- $1,000,000; 10% $1,000,000 - $5,000,000. Fine arts broker does the shipping. We use fine arts brokers, especially Masterpiece International which is used exclusively by the National Gallery of Art.
