Description
This is a combined synopsis/solicitation for commercial items prepared per the format in Subpart 12, as supplemented with additional information included this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number INL- 0110-6Q5002 is a Request for Quote (RFQ). The Government intends to award a firm, fixed price contract for the acquisition of M-16 assault rifles. The following Provisions and Clauses are incorporated into this RFQ by reference. No addenda apply to these Provisions and Clauses. FAR 52.212-1, Instructions to Offerors ? Commercial Items, FAR 52.212-3, Offeror Representation and Certifications ? Commercial Items, FAR 52.212-4 Contract Terms and Conditions ? Commercial Items, FAR 52-212-5, Contract Terms and conditions required to Implement Statutes or Executive Orders-Commercial Items. No additional FAR clauses apply. The following provides the specifications: 500 each M16 (A2 or A4) assault rifles with 30 capacity magazine that shall accept all M16 type, 223 caliber. WEAPONS MUST BE NEW - NOT REFURBISHED AND MUST BE MANUFACTURED IN THE UNITED STATES. Weapons manufactured outside the US will not be accepted. Offerors must provide warranty information and Certificate of Conformance certifying M16 weapon and source of manufacturing. Offerors must supply complete technical description and the Government reserves the right to inspect at vendor facility prior to shipment. Award will be made to the lowest priced, technically acceptable offer which offers the best value to the Government. Technical description and past performance as well as price will be evaluating factors. Shipment will be made to a freight forwarding destination in Miami, FL to be determined at award and shipment must be packed for onward shipment to Bogota, Colombia. Prices must be FOB Miami, FL Offerors must provide a completed SF 1449 with their quote. Successful offeror is required to obtain any export licenses required to ship to Colombia. The Government will make one award from this synopsis/solicitation. Offerors must be registered in the Contractor Central Registry (CCR) to be considered for award.
