- REQUEST FOR INDUSTRY COMMENTS ON SETA DRAFT PERFORMANCE WORK STATEMENT. In Sept 2007, the U.S. Department of Homeland Security (DHS) intends to issue an RFP for Science, Engineering and Technical Assistance (SETA) Services to the Domestic Nuclear Detection Office (DNDO) and its subordinate organizations. When the solicitation is released there will be a notice of a pre-proposal conference to review and discuss the effort. A draft Performance Work Statement is attached for review and comments. Please note this is only a working draft and some elements may be incomplete or lacking in final form. Therefore, the actual PWS, when released with the solicitation, may differ from this draft document. However, the release of the draft provides Industry an opportunity to comment on the Agencys requirements before the formal request for proposal is released. The objective of this contract action is to acquire contractor support in areas of scientific, engineering and technical services as well as business management and professional services to monitor and conduct studies analysis and evaluations; contract support and administrative/clerical support services. It will require the contractor to provide program and technical management support, technical evaluation, operations support, program planning and oversight, test and evaluation, project analysis, risk mitigation, data development and management, as well as business functions to include financial, human resources, information technology, security and general administrative services and technical and programmatic support for current as well as future programs and functions. We also request industry comment on contract type and structure. The Government is interested in obtaining skill sets needed for high level science and engineering services as described in the PWS. Comments regarding the manner in which appropriate, skilled and qualified personnel will be supplied and retained are welcomed. The Government and SETA contractor must understand and agree that the services to be delivered under this contract by the Contractor are non-personal services, no employer-employee relationship will exist between the Government and Contractors personnel. Please note, this is not a marketing and/or sales opportunity therefore we request you refrain from submitting marketing brochures and sales information. The response to this request shall be not more than three (3) pages in length. We anticipate DHS/DNDO will host an Industry Day prior to the release of the RFP to brief all interested parties on this requirement. For that reason, please ensure that your response to this RFI includes a point of contact, facsimile number, or means to receive notice of the date and time.
