Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is Request for Quotations (RFQ) RFQ2007KG and the solicitation is being issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-13. Delivery and acceptance will be at Bethesda, Maryland. The National Institute of Drug Abuse is seeking COPAS BioSorter FACS analyzer instrument. The COPAS BioSorter brings the power of FACs analysis to those working in multicellular organisms. This instrument is a flow dispensing of objects up to 250 microns in diameter. Previously, elegans was problematic and not possible with conventional flow cytometry systems due to insufficient flow cells size. The COPAS mechanism to sort larger-bore fluidics with a pneumatic sorting. There are five physical parameters are optically measured and recorded for each object. These parameters include optical density,axial length, and fluorescene emissions in three wavelengths. This COPAS Biosort instrument with 250 micron flow cellis a continous flow system capable of analyzing small and large quantities of object. This instrument allows for labortories working in larger multicellular systems to incorporate FACS sorting as another tool to further their research program.The evaluation criteria will be based on best value to the Government. The provision at 52.212-1, Instructions to Offerors Commercial, applies to the acquisition. The provision at 52.212-2, Evaluation Commercial Items, is applicable. The evaluations factors: 1) Ability to meet the technical requirement, 2) documentation that addresses an offeror ability to deliver on time and within specification,) Past performance in similar efforts. Offers will also be evaluated on best value. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with it offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition and Clause 23.500 Drug Free Workplace. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders.
