- The National Institute of Environmental Health Sciences (NIEHS) intends to negotiate with Social and Scientific Systems, Inc. located in Silver Spring, Maryland on a sole source basis to add a new component to the current contract, HHSN291200445525. Under this component, the contractor will enroll an additional 2000 women in the United States and Puerto Rico to the 50,000 current target, the majority of whom have been enrolled. The criteria for the new enrollment cohort is women who have been diagnosed with breast cancer within the last 3 years who are the sister of a participant already enrolled in the study, and their living parents. The purpose of the addition of these enrollees is to study the joint effects of genes and environmental factors on breast cancer etiology and prognosis. Authority: 41 U.S.C. 253(c)(1) as set forth in FAR 6.302-1 and HHSAR 306.302-1. Inherent duplication of costs to the Government, the need for consistency and compatibility in epidemiologic methods and procedures, the closely related association with the basic cohort, and unnecessary delays in completing the enrollment of the expanded cohort render competition unfeasible.
