Description
This requirement is being procured in accordance with FAR Part 13, Simplified Acquisition Procedures. The office of NOAA, National Marine Fisheries Service (NMFS) located in LA Jolla, CA intends to negotiate a sole source contract with the University of Washington for integrated coastal observation and seabird survey team (COASST) data on bird casts into PaCOOS data portals.The University will develop metadata consistent with Federal Geographic Data Committee guidelines for the most recent two years of data representing COASST bird beach casts at observation sites in Oregon and Washington. The metadata will be provided in an electronic format that allows integration into the metadata tool found on the PaCOOS habitat data portal (http://tomcat.coas.oregonstate.edu/). Work may occur with or at the NOAA Coastal Data Development Center. Deliverable: Metadata records for COASST data sets. Make available the most recent two years of data representing COASST bird beach casts at observation sites in Oregon and Washington so that they can be integrated into the PaCOOS habitat data portal. The contractor will provide data both spatially explicit formats such as shape files and in tabular format. These data will be provided in formats consistent with the Data Management and Communications (DMAC) Plan for Research and Operational Integrated Ocean Observing Systems (http://dmac.ocean.us/dacsc/imp_plan.jsp). Work may occur with or at the NOAA Northwest Fisheries Science Center. Deliverable: COASST data sets in spatially explicit and tabular formats consistent with DMAC guidelines. Compare COASST beach cast data with data collected under the BeachWatch and BeachCombers programs in central California to evaluate appropriate methods for aggregating species information. Methods for aggregation will consider the application of the data in understanding the interactions between fishing activities and birds. Work may occur with or at the NOAA National Marine Sanctuaries office. Deliverable: Recommendations on options for aggregating bird beach cast data for reporting and access as part of the PaCOOS data portal. The period of performance is from date of award through September 30, 2008. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 234 (c) (1), Only One Responsible Source. This is not a request for proposals and there is no solicitation available at this time. The government reserves the right to solicit offers based on receipt of affirmative responses to this notice, or issue a contract to the University of Washington without further notice. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication.
