Description
The U.S. Department of Commerce, NOAA, intends to solicit for the purchase of one (1) each Open Radar Data Acquisition (ORDA) I/O Panel Auto Test Fixture, P/N O/I-62CP-ORDA and one (1) each SIGMET Factory Test & Maintenance Manual for the National Weather Service (NWS), National Reconditioning Center (NRC) NEXRAD program. The ORDA Panel Test fixture is used for the automatic testing of every input/output pin on ORDA panels. In addition, an interactive graphical user interface is provided to set the cathode voltage level threshold. In practice, the ORDA Panel to be tested is mounted in the test fixture and the test cables are then connected to it. The testing starts immediately when the ORDA panel is fully connected. Results are displayed on the RCP8 front panel. A flashing arrow indicator on the RCP8 integral front panel display then prompts the operator to adjust the cathode voltage threshold (pot). The manual is on SIGMET?s in-house factory configuration and test procedures. The ORDA project of the NWS was awarded to RSIS, Inc. and was deployed in FY 2006. SIGMET, a division of Vaisala, Inc. was contracted by RSIS, Inc. as a sub-contractor to provide the meteorological equipment used to extract weather information from the radar echoes and the upgraded NEXRAD receiver section. The weather equipment provided by SIGMET and installed by RSIS is proprietary to SIGMET and Vaisala. Unsolicited Proposal NRC060928, from SIGMET, documents the equipment required ?in the troubleshooting, test, repair and maintenance of RVP8 digital receiver and RCP8 radar control processors that have been supplied to the ORDA upgrade program?. The NRC, as the sole depot repair facility for the NWS weather monitoring equipment, must repair this proprietary equipment. The ORDA Panel Test Fixture and Test and Maintenance Manual are required to accomplish the depot repair mission. The test fixture and maintenance manual are not available from any other vendor. The Government does not have specifications or any adequately detailed information to solicit a bid from another source. These items will be delivered to the National Weather Service (NWS)/National Reconditioning Center (NRC), Kansas City, MO. The Government intends to solicit and negotiate with only one known source. The company is Vaisala, Inc., 2 Park Drive, Suite #1, Westford, MA 01886-3525. However, all proposals received within 10 calendar days after the date of publication of this notice will be considered by the Government. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to Vaisala, Inc., whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to equipment that meets the form, fit, and function of that described herein.
