- THIS IS NOT A NOTICE OF RFP ISSUANCE. THIS EFFORT IS CONSIDERED COMMERCIAL IN NATURE AND ANY RESULTANT CONTRACT WILL BE AWARDED IAW FAR PART 12. Patrick Air Force Base anticipates a competitive acquisition to provide vehicle Operations at Patrick Air Force Base (PAFB), Cape Canaveral Air Force Station (CCAFS) and Kennedy Space Center (KSC), as well as Maintenance and Management of government owned vehicles at PAFB and CCAFS and detachment locations. Use the On Line Interactive Vehicle Management System (OLVIMS) program and Dispatch Modules. Manage centralized Billed Office of Account (BOAC) for approximately 241 government operated GSA vehicles on PAFB and CCAFS. Air Force owned fleet consists of: 119 Registered Vehicles with 536.1 vehicle equivalents, 125 Non-Registered Vehicles/Equipment with 221.2 vehicle equivalents. Operate a centralized dispatch office on PAFB for movement of personnel and cargo around and between PAFB and CCAFS. Provide and operate tractor-trailers (flatbed and enclosed) moving general cargo. Provide and operate buses to move groups of people. Provide Air Force government drivers licensing service. Provide and operate a U-Drive-It Fleet for PAFB and CCAFS consisting of approximately 15-20 vehicles. Provide data to Air Force Space Command and Quality Assurance personnel as required. Provide annual input into the Federal Automotive Statistical Tool database. Provide taxi and bus transportation service at Kennedy Space Center (KSC) (SLF) flight line to support air crews and passenger traveling either to or from aircraft that are arriving or departing to various destinations both on and off the installation. Schedule shuttle route bus service to include pad support at KSC. Provide transportation services assigned by the NASA-KSC transportation office to meet scheduled and unscheduled events, unmanned launches, and center activity tours, shuttle launches/landings and VIP tours. Prepare and acquire charter supplemental buses to support public affairs launch events and activities. Services will include delivery and pick up of government buses to approved maintenance. Dispatch services require buses to be located on KSC property. Develop/Maintain dispatch data for reporting. Provide support for the Decontamination Team and the base Disaster Preparedness Team. Perform annual entries into the Federal Automotive Statistical Tool (FAST) database. . . Current services expire on or about 30 Sep 2008. The potential contract requirement could result in a long term contract of one (1) base year with four (4) option years. Magnitude of this requirement is estimated at $12.6M. Multiple awards are not anticipated. All sources capable of providing these services are being sought. In addition to the information provided below entitled “Capabilities Package," responding parties must also indicate their size status in relation to the applicable Standard Industrial Classification (SIC) Code 4700 (size standard 6.5M) and North American Industry Classification System (NAICS) code 485999. Sources with 8 (a) status or otherwise classified as a small disadvantaged business should address their status in their responses. Capabilities Package: All interested firms should submit a capabilities package that outlines the firm’s capabilities in providing the required services. Contractor is required to provide all management and labor required for the operation and management of the required services. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Recent, relevant experience in all areas should be provided. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. The response must not exceed 10 pages.
