Description
Specifically, -Provide limited development support. -Perform emergency recovery in the event of a system failure. -Perform general ongoing system maintenance. -Develop a proposal for migrating GTS to a thin client architecture using a DoD approved desktop browser. EXTRACT FROM PWS: 5.1 BASIC SERVICES. The contractor shall ensure that the GTS system is continuously available to all users except for planned outages. The contractor will resolve system outages in accordance with the provisions of this contract. The contractor will m anage all GTS user accounts. The contractor will provide technical support services, both telephonic and on-site to the GTS user group currently residing at both Ali Al Saleem and Camp Arifjan. The contractor may be required to work with the 386th ECS a nd the Camp Arifjan DOIM to resolve some GTS service issues. In those instances, the trouble ticket and support procedures will be followed as prescribed by the supporting organization (i.e. Remedy for Camp Arifjan and Ali Al Saleem). The contractor will ensure they have completed all required training prescribed by DoD, AFCENT, ARCENT, and the local supporting DOIMs or information management organization for network access. The contractor will submit paperwork through the supporting DOIM and S/G6 shops (includes 386th ECS/1st TSC/160th Signal Brigade) requesting services for, software, ARCENT Enterprise email, Army Knowledge Online email and SIPRNet email, Internet, and local area network connectivity. The contractor will submit hardware requirements th rough the COR and the 1st TSC G4 who will support this requirement as part of their base authorization and lifecycle replenishment program. The contractor will ensure all security features of GTS are in functional and in compliance with the SSAA. The co ntractor will be responsible for maintaining a current GTS system accreditation and all of the associated paperwork. Security incidents will be resolved IAW local policy and in coordination with the local Information Assurance Security Officer (IASO) or se curity representative. 5.1.1. WAN/LAN Services. The contractor must be familiar with all applications, ports and protocols supporting remote Oracle database connectivity from GTS clients. The contractor must have a very good understanding of WAN/LAN networking technologies su ch as TCP/IP and the OSI Model. The contractor must understand DoD, CENTAF, ARCENT and local DOIM policies and implementation guidance affecting WAN/LAN regarding the design, implementation and sustainment of WAN/LAN networks and services. The contractor must support Microsoft 2003 Server, Microsoft Access and Oracle LAN/WAN connections, protocols and services. The contractor will work with all supporting NOSCs and DOIMs to insure LAN/WAN services are available to the GTS System. GTS users will coordina te with their local IMO and GTS contractor to resolved connectivity with their GTS client. The GTS contractor will work with local DOIMs on the resolution of network problems impacting GTS system operations. The contractor will ensure that all cabling pr oviding LAN/WAN connectivity is in place and functional. The contractor must understand and be able to support the ongoing integration of the GTS system into a DoD network infrastructure. As the DoD networks evolve, the contractor must be able to design and recommend enhancements to the GTS system allowing for improved functionality and supportability. The following is a list of the GTS System components that must be connected to the LAN: (These components are located at Ali Al Saleem in the technical c ontrol facility. The contractor will also develop a mechanism to disseminate systems messages to all GTS users. System messages for planned outages must be sent 48hrs in advance to all users. The contractor will ensure the supporting DOIM is on all planned system outage messages. If planned outages can not occur during non-duty hours, adequate advance notice must be given to users before system shut down can occur. The contractor must perform system and working file backups and restorations as required to protect the government from loss of systems and data. The contractor must provide sufficient data archive pro cedures, and the data must be protected from disasters. The contractor will coordinate with both Arifjan and 386th ECS DOIMs for any remote access capability. Users must be able to access the GTS system from the client installed on their local machine. The contractor will insure DOIMs have enabled the necessary protocols and ports required to support connection to the GTS system. The contractor shall coordinate with the supporting DOIMs during LAN upgrades and insure continued supportability with the GT S system. The contractor shall analyze, identify, and correct local problems within the system and coordinate with the supporting DOIMs as required. The contractor will submit trouble tickets to supporting DOIMs as required and IAW with their SOP to reso lve problems impacting GTS operational readiness. Lifecycle replacement of hardware will be coordinated with the COR and the hosting DOIM. Hardware replacements will be provided by the government. 5.1.2 Internet/NIPR Services. The contractor shall insure the GTS system is in compliance with all DoD, ARCENT, AFCENT, and supporting DOIM Internet access policies. Any unique applications, ports, protocols, services (APPS) required to support GTS (TOA D, OEM etc&) must be coordinated with the supporting DOIM. APPSs requiring an exception to policy will be documented and on file with the supporting DOIM and updated as required. The contractor shall ensure the GTS Servers are updated with the latest v irus definition files, vendor specific patches and any applicable IAVA compliance requirements. The contractor will coordinate with the 386th ECS for provisioning of virus definition files, vendor specific software patches and IAVA compliance messages. 5.1.3 Software Applications. The contractor will coordinate with the GTS COR and 386th ECS on all software application upgrades. Where possible, the contractor will utilize software licenses provided by the government. Additional software procured in s upport of GTS but not provided by the government will include a justification statement to the COR for approval and reimbursement. The contractor will make recommendations for application upgrades. Recommendations for system software upgrades will be bri efed to the CCIB IAW the CCIB Charter (refer to paragraph 4.0). All system software upgrades must be documented with an appropriate versioning control process. All software must be compliant with the DoD approved list of software. The contractor will su bmit a waiver IAW local policy to the DAA for software required to support GTS that is not on the approved software list. Copies of system disks will be stored off site as part of the GTS Disaste r Recovery/Continuity Plan. The contractor will maintain current licenses for all GTS System software not provided by the government. The contractor will implement a configuration management process that conforms to best industry practices as well as com plies with all DoD and local policies for the GTS system and client software. 5.1.4 Training and User Support. The contractor shall provide technical support services to include telephonic and and on-site support services as required. The contractor will work with local help desk entities to assist users with GTS technical suppor t needs. Sufficient training must be provided to GTS users as software is upgraded and functional processes change. The contractor shall plan for and provide user training for all system upgrades and modifications. 5.1.5 Inventory Management. All GTS system components and peripherals are accountable. The contractor must develop and maintain sufficient inventory controls of all software, hardware, and peripherals. Within 10 days of the contract start date, the con tractor shall inventory all computer system equipment with a government evaluator present. The contractor is encouraged to recommend component upgrades to the system including hardware and software. Any upgrades will be coordinated with the 386th ECS, br iefed at the CCIB and approved by the COR and DAA as required. 5.1.6 Troubleshooting And Repair. The contractor shall insure all cable connecting GTS system components is properly mounted and in good working order. The contractor will ensure the GTS system is secure within the rack mount system. Any problem with t he system must be isolated and repaired by the contractor. The contractor will trouble shoot the hardware, software, and communications equipment to determine the best method of repair. The contractor will maintain a system to register trouble calls for i dentifying, tracking and resolving GTS trouble calls. If problems are found requiring assistance from the supporting DOIM, the contractor shall contact the appropriate Help Desk organization or company and maintain visibility on registered trouble tickets until the trouble ticket is resolved. The contractor will provide daily status updates to the COR for all unresolved trouble tickets related to GTS system outages. 5.1.7 Security. The contractor will develop and maintain all required security documentation to facilitate accreditation of GTS. The contractor will ensure security relevant changes to GTS are approved by the DAA. The contractor will coordinate with th e supporting DOIM for anti virus system definitions and relevant IAVAs. The contractor will coordinate with the supporting DOIM to insure all required Ports, Protocols and Services are documented, approved and enabled for GTS operation. The contractor wi ll coordinate with the supporting DOIM and locally appointed IASO or security official on all GTS related security incidents. All security incidents discovered by the contractor will be reported to the locally designated IASO/Security representative IAW l ocal SOPs and policy. 5.1.8. Continuity of Operations, Disaster Recovery. The contractor will insure the HP OpenView Storage Mirroring Application is operational providing a current mirrored copy of the GTS Oracle 10g database. The contractor will ensure the GTS backup serve r is operational and shall test its automatic failover capability quarterly. Backed up data will be available to the system IAW procedures referenced in 1.4.d and 1.4.e above. The contractor will coordinate with the supporting DOIM reference being integr ated into their COOP Plan.
