Description
NASA/MSFC has a requirement for a site license for the Marshall Space Flight Center (MSFC) for the TEAMS Designer failure detection and diagnostics development software, the TEAMS RDS software capable of supporting up to 25 users, training in the use of the TEAMS Designer and TEAMS RDS software, and one year of maintenance and support of the aforementioned TEAMS Designer and TEAMS RDS software. NASA/MSFC intends to purchase the items from Qualtech Systems, Incorporated (QSI) for the following reasons: 1. The TEAMS software is a unique, integrated software package for the development of real-time diagnostic systems. QSI is the sole provider of the TEAMS software. NASA and MSFC are currently using TEAMS in performing functional fault analysis of the Ares I design. Continued use of TEAMS software will facilitate evolution of the models supporting the analysis to an actual operational capacity for diagnosing the Ares I vehicle during several element testing, transportation, and integration events, including prelaunch checkout of the flight vehicle for adherence to launch commit criteria on launch day. Although there are other tools which provide diagnostic capabilities (some of which are being evaluated for other Ares I applications), the suite of functions provided by TEAMS, as well as the associated developmental and operational interfaces, are highly unique. These capabilities cannot be found in other tools. Additionally, other tools do not provide the necessary set of capabilities and performance levels required to support the Ares I mission for this application. 2. In addition to the intended application of the TEAMS software for Ares I, TEAMS is also being applied on the Orion vehicle to support similar failure detection and diagnostic functions. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 08/17/07. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
