- The Naval Surface Warfare Center Panama City, Florida (NSWC PC) intends to solicit Spectral Dynamics, 2730 Orchard Pkwy, San Jose, CA 95134 on a sole-source basis for a Twenty (20) Input Channel PUMA Control and Analysis System that includes an input analog/digital and output digital/analog subsystem, a host computer, and application display and analysis software. This purchase is unsuitable for full and open competition for the following reason: NSWC PC utilizes the StarsModal analysis software developed by and proprietary to Spectral Dynamics, Inc. The required controller must be 100% compatible with this proprietary software and the existing Spectral Dynamics PUMA vibration controller that NSWC PC currently owns. Additionally, the controller must be fully compatible with the existing vibration table operational configuration files, which have been written in the proprietary Spectral Dynamics Puma format. For these reasons, Spectral Dynamics, Inc. is uniquely qua lified to provide the Twenty (20) Input Channel PUMA Control Analysis System.
