Description
The U.S. Army Corps of Engineers, Philadelphia District, intends to award on a sole source basis to Allied Biological, Inc., 580 Rockport Road, Hackettstown, NJ 07840. The procurement is using Simplified Acquisition Procedures and no other supplies or services will satisfy agency requirements. This requirement is for herbicide application and mowing of phragmites at Lower Cape May Meadows, Cape May Point, NJ. The State Park accounts for approximately 25 acres of the Phragmites area to be treated w ith herbicide under this contract while the Nature Conservancy accounts for another 60 acres to be treated. Due to the presence of rare plant species, and the growth of volunteer and planted species, some of the herbicide treatment will need to be accompl ished by hand/backpack while the remainder can be treated using an 8TRAC, a plastic-tracked amphibious vehicle with a ground pressure of 0.67 psi (1.4 psi with operator and equipment). Following herbicide application, the contractor shall mow approximately 60 acres of dead Phragmites stalks within the project area. The equipment utilized for this work must be a low ground pressure vehicle with a pressure rating less than 2psi, capable of satisfactorily working in wetlands and some standing water with minim al ground disturbance and must have the mowing/cutting apparatus on the front of the vehicle so that the vegetation is not crushed prior to being cut. No RFQ will be issued based on this notice. However, all information received within five (5) calendar days after date of publication of this notice will be considered SOLELY for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to open the requirement to competition based upon resp onses to this notice is solely within the discretion of the Government. The Government will not pay for information received. All contractors are required to be registered in the DoD Central Contractor Register before award as required by DFARS 204-7300.
