Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR, Subpart 12.6, as supplemented with additional information included in this notice. This notice constitutes the only Request for Proposal (RF P); proposals are being requested, and a written solicitation will not be issued. The RFP document and contract incorporated provisions and clauses are in effect through Federal Acquisition Circular (FAC) 2005-18, Effective 30 Jun 2007 & Class Deviation 2 005-o0001. 1. The following sheet piling is requested: Item 1: Sheet Piling, PS 31, 69 ft. long, painted as specified  360 Sheets Item 2: Sheet Piling, PS 27.5, 69 ft. long, uncoated.  705 Sheets Item 3: Sheet Piling, FY 3100 Std. Fab. Wye, 69 ft. long, uncoated.  2 Each Item 4: Sheet Piling, FY 3101 Std. Fab. Wye, 69 ft. long, uncoated.  2 Each Item 5: Sheet Piling, FY 3102 Std. Fab. Wye, 69 ft. long, uncoated.  1 Each Item 6: Sheet Piling, FY 3103 Std. Fab. Wye, 69 ft. long, uncoated.  2 Each Item 7: Sheet Piling, PS 31, 69 ft. long, uncoated  6 Sheets Item 8: Unloading, Storage and Handling  1 Lump Sum 2. SUBMITTALS: Each shipment shall be accompanied by certified test reports. Reports shall show that sheet piling meet the specified requirements. Material test reports shall meet the requirements of ASTM A 6/A 6M. Identification data to include piling type, dimensions, chemical composition, mechanical properties, section properties, heat number, and mill identification mark. 3. INSPECTION: The Contracting Officers Representative may inspect the piling prior to shipment from the mill to verify compliance with the contract requirements, including straightness and conditions of interlocks. Piling specified to be painted will be inspected prior to shipment from the coating facility for condition of the paint coating. All piling will be inspected upon arrival at the specified storage site. 4. MATERIALS: 4.1. Metal Sheet Piling: ASTM A 572, Grade 50, hot-rolled. The materials shall be new and undamaged. All sheets full length. The manufacturer's logo and mill identification mark shall be provided on the sheet piling as required by the referenced specifi cations. 4.2. Bolts: ASTM A 325, Type 1 4.3. Nuts: ASTM A 563. 5. PAINTING: Surface preparation SSPC SP10. Primer SSPC Paint 22, surface tolerant epoxy primer, high-build surface epoxy mastic similar to Devoe BAR RUST 235 or Carboline CARBOMASTIC 90 or 801 or approved equal, min 2 mils DFT. Intermediate and topcoats epoxy paint suitable for protection of surfaces subject to unusual abrasive and wear conditions, similar to Devoe DEVGRIP 238, or an approved equal. Two coats, min. 10 mils DFT each. Top coat black. 6. FABRICATION: Workmanship and installation of bolts shall conform to the applicable provisions of ASTM A 325. 7. DELIVERY, UNLOADING, STORAGE AND HANDLING: Deliver to the Corps of Engineers Victory Hollow Off-loading Site, approx. RM 34.1 Monongahela River Mile 34.1, off of State Route 837, Carroll Twp., Washington Co., PA. Contact: Lower Mon Area Office, 1811 Schoonmaker Ave., Monessen, PA 15062, Kirk McWilliams, Resident Engineer, (724)-684-7462. Provide all equipment, labor, materials and supplies to unload and stack the piling. Unload, handle and store as recommended by the manufacturer. Do not exceed sta ck height and weight as shipped from the mill. Use blocking to maintain piling in a level position. Located directly over any blocking placed below and space no more than 10 feet apart and no more than 2 feet from the ends 9 SAFETY REQUIREMENTS: Performed work at delivery site in accordance with EM 385-1-1, Corps of Engineers Safety and Health Requirements Manual and applicable Federal, state, and local laws, ordinances, criteria, rules and regulations. The offeror shall provide a proposed delivery schedule with their quote. Offeror shall include completed copies of th e provisions at 52.212-3, Alt I, and 252.212-7000, Offerors Representations and Certifications-Commercial Items, with its quote.
