Description
U.S. Army Research, Development and Engineering Command intends to solicit on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to Sierra Pacific Innovations Corporation of 21 Sunshine Coast Lane, Las Vegas, NV for vehicle and ground mast-mounted surveillance systems. The system shall have reliable optics all owing zooming in on objects, viewing objects at night, and viewing during poor weather. Market research has indicated no other camera whose performance equals or exceeds that of the SPI camera Model Number M1-1024DNV-60180. The camera and mast system shall be manufactured within 6 months of contract award for Army Test and Evaluation Command testing, which will result in deployment of the system. This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in res ponse to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered s olely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their capabilities by responding to this requirement, no later than 3:30 pm EDT, 21 August 2007. Al l information submitted shall support the offerors capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an off erors bona fide capability to provide these items in the timeframe required. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email if the total file size is less than 5MB. Otherwise, responses must be submitt ed via hard copy to: US Army RDECOMAC, AMSRD-ACC-CC (Schoerner), 4118 Susquehanna Ave., APG, MD 21005.
