Description
Notice of intent to award a sole source purchase order to International Sports Properties. This company's physical address is 140 Club Oaks Court, Winston Salem, NC, 27104-4680. The award will be made for the purchase of a advertisin g package market ing the Tennessee Army National Guard. This marketing effort will concentrate on marketing activities with Vanderbilt University, Nashville, Tennessee during the 2007 football season. This procurement is being conducted under FAR Part 6.302-1, for Other t han Full and Open Competition and FAR Part 13, Simplified Acquisition Procedures. THIS IS NOT A REQUEST FOR QUOTATION.. All inquiries and concerns must be addressed in writing to USPFO for Tennessee Contracting Division Attn: Major John W. Anders, PO Box 41502 Nashville, Tennessee, 37204, or sent by email to john.anders@ng.army.mil . Te lephone requests or inquiries will not be accepted. Responses to this notice must be submitted by 3:30 PM CST, Friday, August 17, 2007. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. The point of contact for this announcement is John Anders, Contract Specialist, at john.anders@ng.army.mil. 1. This request for justification for other than full and open competition is for an on-site advertising package for the University of Vanderbilt s Football program. The recommended vendor to fulfill this requirement is the company of, International Sports Properties, Incorporated. This company is under contract with Vanderbilt University for marketing activities for the 2007 football season. The Tennessee Army National Guard would like to use this company to market them during the home games for the 2007 football season. This kind of concept for this particular venue is not otherwise available to the Government. 2. In an effort to increase the number of people enlisting in the Tennessee National Army Guard (TNARNG) on a game day representatives from the TNARNG shall be allowed to set up a Game Day display in order to educate spectators about the opportunities ava ilable in the Tennessee Army National Guard 3. The total estimated value of this advertising package shall not exceed $7,500.00. 4. The Statutory Authority as noted in the Federal Acquisition Regulation part 6.302-1 is satisfied based on the fact that there is only one responsible source for fulfilling this requirement in the vicinity of Nashville, Tennessee, and that there are no o ther supplies or services that will satisfy the agency requirements for this particular requirement. 5. Vanderbilt University is considered by the general population of Nashville that Vanderbilt University is the largest collegiate football team in Nashville, Tennessee and is the only sports organization in the area with the potential to provide an advert ising media capable of reaching the desired number of people in the demographic group that the Tennessee Army National Guard wishes to recruit. 6. Efforts to solicit other contractors have not been made as the University of Memphis is the only collegiate team in the West Tennessee for this particular venue capable of reaching the desired number of people in the demographic group that the Tennessee Army National Guard wishes to recruit. 7. The anticipated cost of this acquisition is determined fair and reasonable by comparison of prices proposed in other advertisement packages of this nature. The price proposed for the advertisement and marketing efforts with Vanderbilt University is $7,5 00.00. 8. Efforts were made to identify other sources of competition by searching for vendors registered under the North American Industry Classification System (NAICS) code of 541890 for Display Advertising in Tennessee. No other sports teams in the Middle Tenne ssee area were identified in this search that coul d provide an advertisement package as required for this particular requirement except for, International Sports Properties, Incorporated. 9. International Sports Properties, Incorporated is the only responsible source identified in the market research that could provide an advertising package of this type in the Middle Tennessee area. 10. Based upon the market research conducted by this office there were no other sources that could have expressed an interest in this acquisition. 11. No actions to remove barriers to competition will be taken, as the University of Memphis is only collegiate basketball team in West Tennessee who can provide advertising to potentially reach the desired number of people in the demographic group for pot ential recruits into the Tennessee Army National Guard. 12. This justification is accurate and complete to the best of my knowledge and belief.
