- Description
- The Southern Region Contracting Center-East (SRCC-E), Fort McPherson, Georgia intends to solicit offers in response to Request for Proposal (RFP) W911SE-07-R-0029 to contract for all necessary resources to provide Base Operations Support Services (BA SOPS) for the Directorate of Public Works (DPW) at Fort Benning, GA. These services will support more than 30,000 personnel on a permanent basis, a transient population of more than 25,000 students each year and more than 21,000 family members and 29,000 r etirees, plus survivors and family members living in the area for a total average daily population of 103,000. The installation consists of approximately 184,089 acres, and 2,851 buildings and structures. Beginning in 2009 through 2011, the installation will experience growth in personnel and buildings and structures in preparation for the Armor Schools transfer here from Fort Knox, KY, and the conversion of the U.S. Army Infantry Center to the Maneuver Center which combines infantry and armor training f unctions. This growth is anticipated to increase the personnel by approximately 40% and buildings and structures by 30%. The contract will be used for installation activities for Fort Benning, GA, Camp Merrill, GA, Camp Rudder, FL and Port Support Activi ty, Jacksonville, FL, and other off post activities and units. The Fort Benning DPW services consist of the following twelve functional areas: 1). Work classification and management, e.g. Standing Operating Orders; Service Orders; Individual Job orders; Conversion of Service Order Work to Individual Job Orders; Work Reception; Work Documentation; Work Control; 2)Buildings and structures maintenance; 3)Dining Facility equipment maintenance; 4)Utility Systems Operation and Maintenance; 5) HVAC Systems Oper ation and Maintenance; 6)Grounds maintenance; 7)Surfaced area maintenance; 8) Material Recycle Facility Operation and Maintenance; 9)Self Help services; 10) Remote Camp Operations, Maintenance and Support and 11)Range Maintenance, 12) Cemetery Services. This solicitation will be set aside 100% to Small Business and will be evaluated in accordance with FAR Part 15. The North American Industrial Classification System (NAICS) code for this acquisition is 561210 and size standard is $32.5 million. The result ant contract will be a cost-plus-award-fee with a twelve month base period which includes a sixty day phase-in, plus four one-year option periods. The solicitation will be issued on or about early to mid September 2007. Proposals will be due on or about ea rly to mid October 2007.
