Description
THIS IS NOT A NOTICE OF RFP ISSUANCE. THIS EFFORT IS CONSIDERED COMMERCIAL IN NATURE AND ANY RESULTANT CONTRACT WILL BE AWARDED IAW FAR PART 12. Patrick Air Force Base anticipates a competitive acquisition to provide vehicle Operations, Management, and Maintenance at Patrick Air Force Base, Cape Canaveral Air Force Station, of government owned vehicles at Patrick AFB and Cape Canaveral Air Force Station. Use the On Line Interactive Vehicle Management System (OLVIMS) program and Dispatch Modules. Manage centralized Billed Office of Account (BOAC) for approximately 241 government operated GSA vehicles on Patrick Air Force Base and Cape Canaveral Air Force Station. Air Force owned fleet consists of: 119 Registered Vehicles with 536.1 vehicle equivalents, 125 Non-Registered Vehicles/Equipment with 221.2 vehicle equivalents. Operate a centralized dispatch office on Patrick Air Force Base for movement of personnel and cargo around and between Patrick Air Force Base and Cape Canaveral Air Force Station. Provide and operate tractor-trailers (flatbed and enclosed) moving general cargo. Provide and operate busses to move groups of people. Provide Air Force government drivers licensing service. Provide and operate a U-Drive-It Fleet for Patrick Air Force Base and Cape Canaveral Air Force Station consisting of approximately 15-20 vehicles. Provide data to Air Force Space Command and Quality Assurance personnel as required. Provide annual input into the Federal Automotive Statistical Tool database. Vehicle Maintenance costs are approximately $2M annually. Total 2006 Transportation requirement was approximately $6.4M. All sources capable of providing these services are being sought. In addition to the information provided below entitled ?Capabilities Package," responding parties must also indicate their size status in relation to the applicable Standard Industrial Classification (SIC) Code 7538 (size standard 6.5M) and North American Industry Classification System (NAICS) code 811111. Sources with 8 (a) status or otherwise classified as a small disadvantaged business should address their status in their responses. Capabilities Package; All interested firms should submit a capabilities package that outlines the firm?s capabilities in providing the required services. Contractor is required to provide all management and labor required for the operation and management of the required services. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Recent, relevant experience in all areas should be provided. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. The response must not exceed 12 pages.
