- Description
- The purpose of this effort is to provide an engineering obsolescence investigation of the enhanced fuel quantity indicator (EFQI) on the HH-60G Pavehawk. All systems that interface with or affect system operation of the EFQI shall be taken into consideration to impede compatibility issues for this task. This effort will include the analysis of the current EFQI system configuration on the HH-60G Pavehawk, establish possible alternative options to this configuration that are viable substitutions or solutions to the current EFQI system configuration, and provide the Government with an engineering evaluation of each option as well as a recommendation as to which option(s) is the best solution to the EFQI system. Justification: 10 U.S.C. 2304 (c) (3) as implemented by FAR 6.302-3, Industrial Mobilization; Engineering, Development, or research Capability; or Expert Services. Full and Open Competition need not be provided for when it is necessary to award the contract to a particular source in order to establish or maintain an essential engineering, research, or development capability to be provided by an educational or nonprofit institution or a federally funded research and development center. This requirement is being synopsized for subcontracting possibilities only. Interested sources should contact MERC for subcontracting possibilities. If your concerns are not satisfied by the contracting officer, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the Program Director or the contracting officer, but to communicate serious contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsmen will maintain strict confidentially as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals in the source selection process.
