- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-18. The Corporation is issuing Request for Quotation (RFQ) DTSL55-07-Q-P0749 for the purchase of a Backhoe Loader, John Deere 310SJ, or equal, with 4 wheel drive and broom. Offerors must submit descriptive literature if offering the equivalent to the Model 310SJ. The Corporation has a 1987 John Deere 410C backhoe loader for trade-in. FOR BACKHOE SPECIFICATIONS AND PICTURE OF TRADE-IN, PLEASE EMAIL TERESA.WETHINGTON@SLS.DOT.GOV. Offerors shall include with their quote a trade-in amount for the 1987 backhoe as a separate line item. Deliver F.O.B. Destination to Receiving Warehouse, 251 Fregoe Road, Massena, NY 13662. Quotations shall be submitted to the Saint Lawrence Seaway Development Corporation, Contracting Office, 180 Andrews Street, PO Box 520, Massena, NY, 13662 by 4:30PM, August 30, 2007. NAICS Code: 423810, Standard: 500 Employees. This is a total small business set-aside. Federal Acquisition Regulation (FAR) clause, 52.204-7, Central Contractor Registration (July 2006) apply to this procurement. Offerors must be registered in the Central Contractor Registration database to be eligible for award. The website for registering is www.ccr.gov. FAR provisions 52.212-1, Instructions to Offerors-Commercial Items (Sept 2006) and 52.212-2-Evaluation-Commercial Items (Jan 1999) apply to this procurement. Evaluation criteria as follows: The Corporation will award a purchase order to the offeror that provides the backhoe loader that represents the best value to the Corporation. In determining best value, the Corporation shall consider price, trade-in offered, warranty, and maintenance availability. Offerors shall include a completed copy of FAR provision 52.212-3-Offeror Representations and Certifications-Commercial Items with their quotation (Nov 2006). FAR clause 52.212-4-Contract Terms and Conditions-Commercial Items (Feb 2007) is applicable to this procurement.
