Description
This is a notice of intent by Federal Motor Carrier Safety Administration (FMCSA) to award a sole source contract to Executive Decisions Services LLC, 29 Magnolia Terrace, Albany, NY 12209-1714. The period of performance will from date of award through December 2008 or until completion of services. The objective of the contract is to assist the FMCSA in its Uniform Fine Assessment Software Modernization Plan. The contractor will be responsible for developing an individual uniform fine assessment model that consistently applies the nine statutory factors in a consistent manner based on the facts of the situation and for identifying and addressing other issues as appropriate and as recommended by the expert workgroup. The vendor is uniquely qualified to perform this work based on their ability to satisfy FMCSA requirements in that it has the following capabilities; ? Has extensive knowledge and experience in meeting facilitation, decision, support systems, decision modeling techniques, and social judgment analysis; ? Thoroughly familiar with the FMCSA uniform fine assessment model for safety and hazardous materials violations and the methodology used to develop them; ? Is familiar with the FMCSA enforcement and compliance program and its process to resolve enforcement actions; ? Has the technical knowledge, expertise and resources to incorporate legislative requirements and technical program knowledge into a working mathematical model that can immediately be used by FMCSA information development systems staff to produce the appropriate enforcement fine assessment software; ? Familiarity with FMCSA information systems structure to ensure uniform fine assessment algorithm and modeling spreadsheet is developed in the most efficient and expeditious manner; and ? Possesses propriety software to manipulate the violation data similar to that done for safety and hazardous materials. This award will be made in accordance with FAR 6.302-1, only one responsible source will satisfy agency requirements, using Simplified Acquisition Procedures FAR Part 13 .
