- This is a notice of intent by Federal Motor Carrier Safety Administration (FMCSA) to award a sole source contract to Road Ready, Inc., P.O Box 1065, Lowell, AR 72745-1065. The period of performance will from date of award through six (6) months or until completion of services. The contractor is required to use its data from driver physical qualification examinations to conduct statistical analysis on various aspects of driver medical conditions and disorders. Analyses will include descriptive statistics on various medical conditions in the commercial driver population, identification of the percentage of drivers who are physically unqualified to drive, and an exploration of the link between driver medical conditions and driver disqualification and safety performance. This information will be used to guide the current rulemakings on merging the medical certificate with the CDL license and the national registry of medical examiners, and future rulemakings that may propose revisions to the current physical qualifications standards and guidelines. The vendor is uniquely qualified to perform this work based on their ability to satisfy FMCSA requirements. The contractor chosen for this work, RoadReady Inc., is the only source of driver physical qualifications data in a format that allows analysis using statistical software products. The only other sources of this data would be one or more of the States that collect this data, but none of those States stores the driver qualification data in a database that facilitates analysis. Those few states that collect this data either stored in paper files or in an electronically scanned format such as a .pdf file that cannot be analyzed using statistical software without manual input of the data. The Agency has contacted the States that collect this information and they lack the resources to input the data into a format that would enable statistical analysis. In addition, because the data involves sensitive health information, the States are reluctant to share the data with the Agency, and lack the resources to analyze the data themselves. RoadReady is therefore the only source of this data that has the resources readily available to conduct the necessary analyses in a reasonable timeframe. In addition, the contractor has expert knowledge of the motor carrier industry, the driver physical qualification process, and the data systems necessary for collecting and analyzing the data. In evaluating the Agency?s need for information on driver physical qualifications, FMCSA has determined that RoadReady is the only source of this data and therefore the only suitable source that could produce the required analysis in a timely manner. Because of these unique qualifications, and the period within which the agency must work to complete these rulemakings requirement, it has been determined that only RoadReady Inc. is uniquely qualified to successfully complete the forthcoming analyses within the period of performance required by the agency. This award will be made in accordance with FAR 6.302-1, only one responsible source will satisfy agency requirements, using Simplified Acquisition Procedures FAR Part 13.
