- This is a notice of intent by Federal Motor Carrier Safety Administration (FMCSA) to award a sole source contract to ICF Incorporated LLC, 9300 Lee Hwy, Fairfax, VA 22031-6050. The contractor will be responsible for conducting a Regulatory Impact Analysis Process Review Evaluation. This involves directly assessing the process to determine which components of the Regulatory Impact Analysis (RIA) development and review process could be performed more effectively and efficiently. The contractor would incorporate improvements into a general a general plan to guide policy, so that FMCSA can more capably inform on issues of motor safety. The vendor is uniquely qualified to perform this work based on their ability to satisfy FMCSA requirements in that the company already has a pre-existing expert knowledge of the current environment within which motor carriers and commercial drivers are operating. ICF, Incorporated also recently completed a project with almost identical demands, evaluating the efficiency and effectiveness of the FMCSA regulatory development process and benchmarking against other agencies. It is felt that the contractor has a full understanding of the intricacies of the process and the procedures and personnel involved. Requirement is for a contractor that possesses the expert level knowledge in all areas, as period of performance time is an important factor. This award will be made in accordance with FAR 6.302-1, only one responsible source will satisfy agency requirements, using Federal Supply Schedules FAR Part 8.4.
