- In accordance with Title 46, Section 3316 of the Unites States Code the U.S. Coast Guard intends to negotiate on a non-competitive basis with American Bureau of Shipping Inc (ABS). The purpose of this contract is to obtain technical services in support of U.S. Coast Guard Acquisition Directorate FRC B Project. ABS tasks shall include performing an independent evaluation of FRC B proposals, to verify their conformity with the American Bureau of Shipping Classification requirements identified in the FRC-B specification. All written responses must include a written narrative of capability, including technical information demonstrating their ability to meet the above requirements. The responses must be sufficient to permit agency analysis to establish a bona-fide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding as stated above. A determination by the Government not open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15 days after publication of this synopsis. All information in responses to this notification must be submitted in writing or by email to richard.j.murphy@uscg.mil.
