Description
On September 27, 2002, the Department of Health and Human Services (HHS), Program Support Center (PSC) awarded a five-year contract for the Administration for Children and Families (ACF) to the Urban Institute, located in Washington, DC (Contract #233-02-0059). The contract is for the Multi-site Evaluation of Foster Youth Programs, a Congressionally-mandated evaluation of selected programs funded through the John Chafee Foster Care Independence Program. It is the Government's intent to modify this contract to extend the period of performance and the ceiling price on this contract in order that data collection and reporting activities specified in the original contract may be completed. The Government intends to negotiate with the current contractor, the Urban Institute. As the current contractor, the Urban Institute is uniquely situated to provide the required services. It is in the best interest of the Government, and is the stated intent of the contract, for the current contractor to support the evaluation of the selected programs' impact. The statutory authority for other than full and open competition is 41 U.S.C. 253(c)(1); only one responsible source and no other supplies or sources will satisfy agency requirements. The Government intends to proceed with a contract modification to the Urban Institute 15 days after publication of this notice. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package is available for this requirement. Therefore, requests for such documents will be considered invalid responses.
