Description
Description The Food and Drug Administration intends to award a contract to Human Technology, Inc. of McLean, VA. This is NOT a request for competitive quotes. The contract will be made on a sole source basis in accordance with FAR Part 13 - Simplified Acquisition Procedures and 13.501(A) - Sole source acquisitions for the following, full time, services. NAICS 611710. This contract will provide FEMA Sanctioned Incident Command (ICS) and National Incident Management System (NIMS) Training. DESCRIPTION OF WORK: All federal agencies are required to imitate the process to become fully NIMS compliant by the end of FY07. The proposed training will provide FEMA sanctioned training on Incident Command Structure (ICS) and National Incident Management System (NIMS). The principle objective is to provide FDA field and state agency personnel a means to rapidly respond to outbreaks, emergencies and disasters associated with FDA regulated human food and animal feed products. This contract will provide support to FDA's Office of Crisis Management in all phases of the development for FDA's emergency response to outbreaks and distress from FDA District Offices and state agencies up through HHS and Department of Homeland Security and FEMA as incident necessitates. This scope of the training must be compatible with FEMA's ICS and NIMS training. During the training, the contractor will provide FDA subject matter experts with a high degree of technical knowledge who can advise, facilitate and assist in a) clarification and identification of roles and responsibilities, b) identification and analysis of recourses, and c) development of processes, procedures, and arrangements. PROJECT MANAGEMENT AND CONTROL: The contractor will provide monthly status reports on the accomplishment of various phases of the work and be available to discuss with Office of Crisis Management and Division of Human Resource Development contacts. TASK DELIVERABLES AND MILESTONES: a.) Customize Training Material - within 30 days of contract award. b.) Deliver 2 Classroom Courses - October 2007. c.) Establish a schedule with FDA for 8 CONUS locations - two months prior to delivery of classroom training. D.) 8 Classroom CONUS courses - August 2008. e.) Monthly Status Reports - every month. CRITERIA FOR ACCEPTANCE: FDA/DHRD, CAG, and SME will review contractor deliverables in accordance with specifications and standards stated in the criteria stated above and established during the 30 day period of customizing course materials and any directives issued during the life of this task. Meetings may be face-to-face or via conference connections. Only the Project Officer that initiated the tasking or designated manager has the authority to accept or reject deliverables. The acceptance of deliverables and satisfactory work performance required herein shall be based upon the timeliness, accuracy, and suitability of the deliverable. All documents, plans, diagrams, presentations, etc., are to be submitted solely in electronic form an in the native file format of MS Word 2000, MS Excel 2000, or MS PowerPoint, or later versions of those packages. Deliverables will be submitted to the Project Officer who initiated the request. a.) Contractor will provide monthly status report that provides information about the current status and anticipated completion date for any deliverable. The contractor will also include information about any unanticipated problems with completion of any deliverable. b.) Contractor's meetings with FDA to review and discuss course customization and training course schedules will involve all relevant FDA organizational components. PERIOD OF PERFORMANCE: Approximate dates are September 1, 2007 - August 31, 2008. SECURITY AND PRIVACY: All contractor personnel will be required to sign a non-disclosure agreement before data and information otherwise exempt from public disclosure (e.g., Privacy Act or Data Collected under an Assurance of Confidentiality) may be disclosed to them. CONTRACTOR CONFORMANCE WITH APPLICABLE LAWS, REGULATIONS, POLICIES, AND STANDARDS: The Contractor shall be responsible for knowledge of and compliance with all applicable federal information technology and information management laws, regulations, policies and standards at the government-wide, HHS and FDA levels. At the government-wide level, these include Office of Management and Budget (OMB), National Institute of Standards and Technology (NIST) and General Accounting Office (GAO). These can be primarily found at or through the Federal CIO Council website at: http://www.cio.gov. HHS documents are found at: http://www.cdc.gov/irmo. CCR: Vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract. You may register by going to www.ccr.gov. ANTICIPATED AWARD DATE: The anticipated award date is August 28, 2007; however, all dates in this announcement are subject to change.
