Description
NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT WITH SAN JOSE STATE UNIVERSITY RESEARCH FOUNDATION FOR NOAA FISHERIES, ALASKA FISHERIES SCIENCE CENTER, TED STEVENS MARINE RESEARCH INSTITUTE, JUNEAU, ALASKA. PURPOSE OF PROPOSED CONTRACT IS TO EXAMINE THE GROWTH OF THE GORGONIANS FANELLIA SP. AND ISIDELLA SP. (BAMBOO CORAL) AND THE BLACK CORAL LILLIPATHES WINGI TO ASSESS THE EFFECTS OF FISHING ACTIVITIES ON BENTHIC HABITAT. ONE ASPECT OF THIS RESEARCH FOCUSES ON DAMAGE AND REMOVAL OF EMERGENT EPIFAUNA, ESPECIALLY CORALS AND SPONGES, FROM THE SEAFLOOR. THE CONTRACTOR?S SPECIFIC OBJECTIVES ARE TO: 1) SELECTION OF THE SKELETAL STRUCTURE OF EACH OF THREE CORAL SPECIMENS WITH A WATER-COOLED, DIAMOND BLADE SAW. THE LOCATION OF SECTIONING WILL BE SPECIFIC TO EACH SPECIES AND DEPENDENT UPON THE ABILITY TO EXTRACT ADEQUATE MATERIAL TO BEST ELUCIDATE AGE FROM THE LEAD-210 DATING TECHNIQUE. THE SAMPLE DESIGN MAY BE A SECTION SERIES (RANGING FROM THE YOUNGEST PORTIONS NEAR THE TIP TO THE OLDEST PORTIONS NEAR THE BASE) WHERE CORE MATERIAL IS REMOVED WITH A MICROMILLING MACHINE, OR IT MAY BE SINGLE SECTION NEAR THE BASE (THE THICKEST AND PRESUMABLE OLDEST PORTION OF THE COLONY) WHERE A SERIES OF CONCENTRIC ARCS WOULD BE TRACED OUT AND EXTRACTED WITH A MICROMILLING MACHINE. EXTRACT APPROXIMATELY 4-6 SAMPLES PER SPECIMEN (12-18 SAMPLES TOTAL) DEPENDING ON THE DIMENSIONS OF EACH CORAL?S SKELETON STRUCTURE. THE SERIES CHOSEN FOR EXTRACTION SHOULD IDEALLY COVER THE MAXIMUM LIFE SPAN OF THE COLONY (100 TO 150 YEARS IS IDEAL FOR TRACKING THE DECAY OF LEAD-210) 2) SECTIONS ASSOCIATED WITH THESE EXTRACTIONS WILL BE MOUNTED ON GLASS SLIDES AND VIEWED WITH EITHER REFLECTED OR TRANSMITTED LIGHT TO ELUCIDATE ANY GROWTH ZONES VISIBLE IN THE SECTIONS. MAGNIFICATION WILL BE VARIED FROM LOW TO HIGH TO COVER ALL POSSIBILITIES OF GROWTH ZONE SIZE AND RESOLUTION. ESTIMATES OF AGE WILL BE MADE FROM ANY QUANTIFIABLE GROWTH ZONES SEEN IN THE SECTIONS AND AN ESTIMATED GROWTH RATE AND LONGEVITY WILL BE MADE BASED ON THIS INFORMATION. AGREEMENT BETWEEN ESTIMATIONS FROM GROWTH ZONE COUNTS AND LEAD-210 DATING WILL PROVIDE A BASIS FOR DETERMINING A ROUTINE METHOD FOR ESTIMATING AGE. LONGEVITY WILL BE ESTIMATED FROM MEASUREMENTS OF THE LARGEST KNOWN COLONIES FOR EACH SPECIES. MEASURE THE DECAY OF EXOGENOUS (UNSUPPORTED) LEAD-210 OVER THE LENGTH OF THE SKELETAL STRUCTURES, OR FROM THE RADIAL SAMPLES SERIES, TO DETERMINE A GROWTH RATE. THIS PROCESS WILL INVOLVE THE MEASUREMENT OF LEAD-210 VIA ALPHA-SPECTROMETRY AND RADIUM-226 VIA HIGH-RESOLUTION INDUCTIVELY COUPLED PLASMA MASS SPECTROMETRY (HR-ICPMS). FOR EACH SPECIES SPECIFIC SAMPLE SERIES, LEAD-210 AND RADIUM-226 WILL BE ANALYZED TO DETERMINE THE STATE OF DISEQUILIBRIA BETWEEN THE TWO ISOTOPES. DETERMINATION OF LEAD-210 AND RADIUM-226 WOULD BE ANALYZED USING WELL ESTABLISHED (I.E. PUBLISHED) PROTOCOL 3) SUMMARIZE DATA IN REPORT. 4) RETURN ALL REMAINING SPECIMENS TO THE AUKE BAY LABORATORIES FOR ARCHIVAL. SAN JOSE STATE UNIVERSITY RESEARCH FOUNDATION IS THE ONLY RESPONSIBLE SOURCE. SJSURF IS A COLLABORATOR ON THE PROJECT TITLED ?BIOLOGICAL PARAMETERS TO ESTIMATE THE RECOVERY OF DISTURBED BENTHIC HABITAT IN ALASKA? AND A CO-PRINCIPAL INVESTIGATOR OF THE PROPOSAL SUBMITTED TO THE HABITAT AND ECOLOGICAL PROCESSES PROGRAM OF THE ALASKA FISHERIES AND SCIENCE CENTER. THEIR CONTRIBUTIONS TO THE PROPOSAL WAS INSTRUMENTAL IN ITS SUCCESS. THEY DESIGNED THE SAMPLING PROTOCOL AND HAVE ALREADY COMPLETED SOME PRELIMINARY SCREENING OF THE SAMPLES, ALL OF WHICH ARE IN THEIR POSSESSION. SAN JOSE STATE UNIVERSITY RESEARCH FOUNDATION IS THE ONLY VENDOR WITH THE UNIQUE BACKGROUND AND KNOWLEDGE TO PROVIDED THESE CRITICAL SERVICES TO EXAMINE THE GROWTH OF THE GORGONIANS FANELLIA SP. AND ISIDELLA SP. (BAMBOO CORAL) AND THE BLACK CORAL LILLIPATHES WINGI. THERE IS NO OTHER VENDOR THAT CAN PROVIDE THESE SERVICES. BASED ON THE ABOVE, NOAA BELIEVES SAN JOSE STATE UNIVERSITY RESEARCH FOUNDATION IS THE ONLY VENDOR AVAILABLE THAT CAN MEET THE ABOVE REQUIREMENTS AND IS UNIQUELY QUALIFIED TO WORK ON THIS CRITICAL PROJECT. PERIOD OF PERFORMANCE IS FOR SEPTEMBER 1, 2007 THROUGH SEPTEMBER 30, 2008. NOTWITHSTANDING THE GOVERNMENTS INTENT TO NEGOTIATE THIS REQUIREMENT WITH THE SAN JOSE STATE UNIVERSITY RESEARCH FOUNDATION, UNDER THE AUTHORITY OF 41 USC253(C)(1), ONLY ONE RESPONSIBLE SOURCE, ANY OTHER RESPONSIBLE SOURCES MAY SUBMIT A STATEMENT OF QUALIFICATIONS AND EXPERIENCE WHICH, IF TIMELY RECEIVED, WILL BE EVALUATED BY NOAA TO DETERMINE IF A COMPETITIVE SOLICITATION SHOULD BE ISSUED.
