Description
The NATO Consultation, Command and Control Agency (NC3A) is currently initiating Project OIS 3042 (Consolidate Existing Logistics Systems to Provide LOG FS IOC) under the Functional Services for Logistics C2 (LOG FS) Capability Package. This project is intended to provide an Initial Operating Capability (IOC) of the LOG FS as a fully integrated component of the Bi-Strategic Command Automated Information System (Bi-SC AIS) and to serve as a baseline for further development. In support of the project initiation, NC3A has undertaken two initiatives with the purpose of gathering information from governmental organizations and industry in support of the development of a suitable acquisition strategy. The first initiative is to conduct a Market Survey to gather information to benefit from industry expertise and experience to consolidate the project approach. The second initiative consists in organizing a Workshop in order to collect information about lessons learned and experience gained in the recent implementation of similar projects. The information collected as a result of these initiatives will help NC3A to further develop and improve the project TBCE, particularly with respect to project approach and risk identification and mitigation. MARKET SURVEY The Market Survey package will provide the necessary information and instruction for those firms interested in participating in the survey. It includes information and instructions for participation, an overview of the project, and the Bi-SC AIS LOG FS Consolidation Project Market Survey questionnaire. The package also provides a list of topics of interest that should help attendees in preparing presentations for the Workshop. Firms are invited to participate in the Market Survey to support the Bi-SC AIS LOG FS Consolidation Phase project. Only firms that have completed the Market Survey will be invited to participate in the Workshop. To obtain a copy of the Market Survey package, please send an email request to lcarpent@bis.doc.gov The completed Market Survey must be submitted to NC3A not later than Close of Business 07 September 2007. Instructions for submitting the Market Survey to NC3A will be included in the Market Survey package. WORKSHOP The LOG FS Consolidation phase Project Workshop is planned to take place in the third week of October 2007 (15-19 October) in Brussels. Attendees will include stakeholders from a number of NATO military headquarters and agencies, NC3A project staff, and representatives from those firms that have participated in the Market Survey. Participation in the Workshop entails presenting recent and relevant experiences and lessons learned regarding the implementation of projects similar in scope and complexity to the LGO FS Consolidation Phase Project. Participation in the Market Survey or in the Workshop is not directly tied to any future solicitations under this project. The main objective of the Workshop is to ensure that, for the sake of effectiveness, valuable national experience regarding the implementation of similar projects is taken into account. This announcement is not a Notification of Intent to Call for Bids. Furthermore, any prospective participant who declines to respond to the Market Survey will not be prevented from taking part in the subsequent competitive bidding process, if declared eligible to do so.
