Description
The U.S. Broadcasting Board of Governors (BBG), International Broadcasting Bureau's (IBB), Voice of America (VOA) is seeking Contractor to provide Internet Distribution for VOA/New Media. The Contractor shall be responsible for identifying new ways to drive traffic to VOANews.com and for syndicating VOA content to outside aggregators by leveraging technology. This requirement includes, but may not be limited to, search engine marketing, search engine optimization, social networking, RSS, email, blogs, SMS and use of widgets. The Contractor shall analyze performance of distribution efforts and take actions to improve them and make recommendations for web design changes that could also increase traffic. The Contractor shall be responsible for tracking emerging technologies and making recommendations for how VOA could use them. The Contractor?s success will be measured by having more web sites and news organizations using and/or referencing VOA content, and by having more individuals accessing the VOA site. Assignments will be performed on a contract basis at the VOA location in Washington, D.C and at the Contractor?s site. Contractor candidates may be required to undergo a background security investigation and successfully pass the IBB's security clearance process in order to receive work assignments. Contractor candidates must be willing to work on an "as-required" basis, depending on when the VOA requires Contractor assistance. Assignments are contracted for strictly on an "as needed" basis. The VOA makes no guarantees on the amount of work assignments that contractors can expect to receive. The Government is obligated to inspect all contractor work to insure that it fully satisfies the Government's requirements. The Government is further obligated to reject all work that fails to meet Government-specified requirements. VOA will use the criteria listed below to evaluate prospective contractors: 1) The Contractor must have a broad knowledge of news reporting and marketing, and a specific technical understanding of web technologies and state-of-the art syndication options; will understand trends in how people are using digital files and how organizations are using the Internet to distribute such files. 2) The Contractor must have a familiarity with wireless technology, Internet radio and TV, web semantics and XML technology. 3) Contractor must have in-depth understanding of web-based models for content distribution and syndication, and traffic generation. 4) Contractor must be a creative thinker with strong analytical background; and have a broad understanding of news reporting and international affairs.
