- NASA/GRC has a requirement for a Photron FastCam-SA1 Gigabit Ethernet Color, 16GB High-Speed Video System to support upcoming testing (R&D and Ballistic) for the Orion Program. Description of Requirement: - This color FastCam SA-1, 150K-C2 has full frame resolution of 1024x1024 at frame rates up to 5,000 frames per second, and will record up to 150,000 frames per second at reduced resolutions. This single-piece self-contained camera system includes 16GB of onboard memory for storage of acquired images. The system includes PC control software, and operator?s Manual and is compatible with both C and F Mount Lenses. 36-Month Subscription, 1-Year Warranty, and On-site Training. NASA/GRC intends to purchase the items from MOTION ENGINEERING COMPANY, INC. This recommendation is made pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. Competition is impractical for the following reasons: The Equipment is the newest next generation CMOS sensor Technology. The system is superior to light sensitivity and color fidelity with unsurpassed ease of operation to permit high speed imaging of extremely fast moving objects during R&D and Ballistic testing. MOTION ENGINEERING COMPANY, INC. is the only distributor for the Ohio area who can provide the Photron FastCam-SA1. Purchase of this equipment from a different vendor would result in unacceptable or inadequate specification requirements. Therefore it would be the best interest of the government to purchase directly from MOTION ENGINEERING COMPANY, INC. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 08/14/2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
