- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY SOLICITATION; proposals/ quotes are being requested and a SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation, number N00244-07-T-0789 is issued as a Request for Quotation (RFQ). An electronic copy of this RFQ/synopsis can be accessed at http://www.neco.navy.mil. This RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-18 and Class Deviation 2005-o0001 and Defense Federal Acquisition Regulation Supplement (DFARS) current through 20070802 Edition. This is a BRAND NAME OR EQUAL SOLICITATION and issued on an unrestricted basis. The NAICS code is 541710 and the business size standard is 500E. The fleet and Industrial Supply Center San Diego (FISCSD) intends to requests response from qualified sources capable of providing Indefinite Delivery Type Contract for PCR kits and supplies for the Naval Health Research Center, San Diego. This is one year contract to commence 01 September 2007 until October 31, 2008. The contract resulting from this RFQ will be a firm fixed price. Offeror must provide all the documents and quote in order to be considered for award. Commercial Items (January 1999) applies. The FAR clause 52.211-6, Brand Name or Equal (Aug 1999) applies. Brand Name or Equal (Aug 1999) (a) If an item in this solicitation is identified as ?brand name or equal,? the purchase description reflects the characteristics and level of quality that will satisfy the Government?s needs. The salient physical, functional, or performance characteristics that ?equal? products must meet are specified in the solicitation. (b) To be considered for award, offers of ?equal? products, including ?equal products of the brand name manufacturer, must- . Meet the salient physical, functional, or performance characteristic specified in this solicitation; Clearly identify the item by: (i) Brand name, if any, and (ii) Make or model number. . The Offeror shall submit descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer, and . Clearly describe any modification the offer or plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate ?equal? products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offer or clearly indicates in its offer that the product being offered is an ?equal? product, the offer or shall provide the brand name product referenced in the solicitation.
