- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil . While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Offerors are encouraged to access information also available on the NSWC Crane Division web site at http://www.crane.navy.mil/acquisition/homepage.htm. This is a firm fixed price procurement that is being issued under the Test Program in FAR 13.5. The Government has a requirement for X-ray baggage scanners in accordance with a Performance Specification and a Statement of Work. Delivery, as well as Inspection/Acceptance, will be FOB Destination Kings Bay, GA and/or Bangor, WA, with the potential for other military installations; UID labeling is required. The resultant contract will be a 5-year, FFP, IDIQ effort. Award will be made on a best-value basis. All responsible sources may submit an offer, which shall be considered by this agency. All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors who provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
