- There is no solicitation. The U.S. Fish and Wildlife Service, Contracting and General Services Division in Portland, OR has a requirement to upgrade the 3100 DNA sequencer at Abernathy Fish Technology Center (aka Abernathy FTC) with a Saphire pump and GENEMAPPER software. As part of their mission, Abernathy FTC needs to be able to genetically identify spring run and winter run Chinook salmon in the Sacramento River basin. There is only one known laboratory that has optimized scoring and analysis of these genetic markers and they use this equipment. Applera Corporation dba Applied Biosystems Group is the only known source for this equipment. The Service intends to award Sole Source to Applera Corporation. This synopsis is a notice of intent to issue award using other than full and open competition and is not a request for competitive proposals. The determination of the Government not to open subject requirement to full and open competition was made IAW FAR 6.302-1.
