Description
As prescribed in FAR 15.209(c), the following provision is inserted: IAW FAR 52.215-3 -- Request for Information (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although proposal and offeror are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of identifying information on a Digital Video Recording system (DVR) that have already been developed and may be modified to meet the agency requirement as listed below: AATC is issuing a Request for Information in an effort to determine potential sources and information on existing DVR for United States Air Force F-15C/D aircraft. This announcement is for market research and does not constitute an RFP. This is not an R&D request. AATC is seeking information on affordable DVR systems using the latest Commercial Off-The Shelf (COTS) technology. The initial effort would require one fully operational DVR system loaned to AATC for an Operational Utility Evaluation (OUE). Any aircraft w iring must be temporary and easily removed for the purposes of this evaluation. Follow on procurement are dependent on OUE results and funding, which is not currently budgeted. The government is looking for a system that offers best value to the government, not necessarily the lowest procurement cost; however, affordability is an important factor. The following agency needs are provided to assist in conducting this Request for I nformation. Digital Video Recorder Requirements: 1. Recording a. The ability to record the existing three channels of video: head-up-display (HUD), Joint helmet mounted cueing system (JHMCS), vertical situation display (VSD), multi-purpose color display (MPCD) and one channel of audio: intercom, radar warning receive r tones and both ultra-high frequency (UHF) radios. b. Capability to record: i. Time space position indicator (TSPI) data. ii. Ownship data to include altitude, airspeed, heading. iii. Master track file and secondary track(s) information. iv. Radar Warning Receiver data. 2. Playback a. Playback must be compatible with the U.S. Government personal computer debriefing system (PCDS) developed by the Naval Air Warfare Center. b. If translation code must be utilized to playback on PCDS, it must also be personal computer based and be owned by the US Government. 3. Data Storage a. The recorder must have the capability to write the recorded data files to a removable cockpit mounted memory cartridge. b. The memory cartridge must be able to connect to a personal computer for debrief via USB2.0 or 1394B (or better) connection. c. The memory cartridge must be able to withstand 10+ Gs and normal cockpit operating temperatures and conditions. 4. Installation a. All recording equipment must be capable of fitting into the F-15C/D map case. Dimensions are: 12 inches x 12 inches by 8 3/8 inches. b. The DVR must fit securely into the map case and function with existing audio/video/power connections. c. Permanent brackets, to hold the recorder securely into map case, are allowed and must meet or exceed safety of flight specifications. Minimum map case space used is desired. 5. Removal a. Recorder must be easily removed from any bracket design, for maintenance and/or replacement. b. Wiring for power and recording audio/video/data does not need to be removable for the final installation design. Interested parties capable of providing a digital video recorder (DVR), which meets or exceeds the above requirements, shall provide a Statement of Capability (SOC) that demonstrates the existing capability to supply, modify, and sustain the system and a d e scription of system capabilities. The SOC shall be unclassified and the information submitted should be pertinent to, and identify system capability as related to the technical effort requested above. A limit of twenty (20) pages is imposed for the respo nses. Responses should be received by close of business 30 September 2007.
