Description
The Government is seeking professional design services from an architect-engineering (A/E) firm. The A/E will provide guidance and investigative services to improve the methods of care delivery within the Pittsburgh Healthcare System. The A/E will review information provided by the VA, but not limited to CARES data, population demographics, penetration rates, productivity measures, current health care delivery systems, patient demographics, physical structures, strategic and operational plan etc. The contractor will provide guidance with an internal effort at updating the current strategic plan in reviewing the types of services offered and providing recommendations and advice in improving service delivery and spatial changes necessary to meet strategic and tactical plans. Such guidance and updating of the strategic plan will be focused on a detailed analysis of care/service delivery in a planned future two-site model utilizing the UD and HJH facilities. A secondary component of the study will be to develop preliminary framework for a revised five-year construction plan. The five-year construction plan shall include station level, NRM and Minor projects. Projects shall include cost estimates for design and construction. NRM projects shall include a breakdown of minor improvement, NRM, BSER (Building Service Equipment Replacement), and BSEA (Building Service Equipment Additional) costs broken down by category. The construction plan will take into account maintenance projects to maintain utilities in order to provide appropriate healthcare. The plan is required to have four sections: 1. Your current space allocations per the space criteria (SEPS-II Software) 2. Your 10-year horizon space needs based on VA projections of workload 3. Logistical schedule of moves and temporary space requirements 4. Listing of projects needed to accomplish the plan within projected funding allocations. The primary purpose of the review is to recommend improvements in health care service delivery based on necessity, appropriate size and optimal location within the two-site system for each of the clinical and administrative services. Changes in capital asset use may include modifying the physical layout of health care and administrative services, consolidation of excess space with cost savings achieved and identification of each project required to further integrate services to a single seamless system. Changes in strategy will be based in part on the standardized VA population databases through year 2012. Population and demographic comparative statistics for each service will be provided using the CARES Space and Functional Assessment data, CARES workload data and any supplemented data by the contractor. A/E shall be allowed to rely on the accuracy and completeness of information requested. AutoCAD files will be reasonably complete and accurate but A/E will make minor revisions as necessary. All designs shall be accomplished in accordance with VA guidelines and specifications, which are available on the Internet at http://www.va.gov/facmgt/standard. A/E will coordinate visits with the Project Manager. A/E must be proficient in the use of Auto Cad 2007 and have access to Microsoft Word 5.0 or higher. Area of consideration is restricted to within sixty (60) miles of the VA Pittsburgh Healthcare System, University Drive Division, Pittsburgh, PA 15240. Those interested firms, both small and large, within the area of consideration shall submit three (3) copies of current SF 330 to the attention of Pamela Rayburg, Contracting Officer, 04A1-H, VA Pittsburgh Healthcare System, 7180 Highland Drive, Pittsburgh, PA 15206.
