Description
The Department of Justice, Office of Justice Programs (OJP), Human Resources Division (HRD), intends to award on a sole source basis, a Firm Fixed Price Purchase Order to The Graduate School, USDA, 600 Maryland Avenue, SW, Ste. 180, Washington, DC for the Leadership Effectiveness Inventory (LEI), a 360 degree assessment tool. The Office of Justice Programs, in an effort to continue to build upon the groundwork laid from the Foundations of Training Seminar, would like to implement an instrument that is designed to uncover the specific development needs unique to each individual leader. The purpose of this instrument is to provide all OJP leadership with a 360 degree feedback tool which uses the Office of Personnel Management?s Executive Core Qualifications. This includes producing a pilot assessment with top management as well as development and delivery of an assessment to all OJP leaders, including a kick off meeting. Additionally, feedback sessions will be conducted separately for the pilot group of top management personnel, as well as for the remaining OJP leaders. Finally, each OJP bureau/office head will receive an individual briefing session on reading and interpreting data for results. For more than 85 years, the Graduate School has provided personnel development solutions to the Federal Government. Specifically, The Graduate School, USDA is uniquely positioned to respond to this requirement as they use a proprietary assessment tool called the Leadership Effectiveness Inventory (LEI), which is grounded in the OPM's Executive Core Qualifications and leadership competencies. The Graduate School has effectively used this tool to assist more than 5,000 Federal employees and their agencies. Their success in developing such programs and their use of an assessment grounded on the OPM qualifications and competencies, uniquely qualify The Graduate School, USDA to perform the required service to OJP Human Resource Division.
