- The Federal Bureau of Investigation (FBI) intends to negotiate on a sole source basis with RVM Scientific, Inc., 5551 Elkwill St. #B, Santa Barbara, CA 93111 under the authority of FAR 6.302-1, Only One Responsible Source. RVM Scientific shall fabricate and deliver a low thermal mass (LTM) gas chromatograph (GC) integrated with the Agilent 5973 or 5975 Mass Selctive Detector (MSD). The vendor shall fabricate and deliver an LTM GC/FP designed to mate with the Agilent 5973 or 5975 MSD that shall have an automated focusing preconcentrator (FP) integrated with the heated zone of the LTM GC. The LTM GC/FP shall include the GC back pressure regulated pneumatics and an Agilent 6890-style split/splitless liquid injector. The firmware of the LTM GC shall be configured to drive the motors and valves of the automated focusing preconcentrator and coordinate this operation with the GC methods so that additional interface hardware such as Lawson controller boards will not be required. Based on extensive market research conducted with knowledgeable individuals in Government and the related industry, only RVM Scientific can provide the requested item. This Notice of Intent is not a request for competitive quotations, however interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 2:00 PM, EST, Wednesday, August 22, 2007 by e-mail at Lynda.Theisen@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This contract will be awarded as a commercial item in accordance with Federal Acquisition Regulation, Parts 12 and 13. In order to be considered for an award, an offeror must be registered in the Central Contractor Registration Database at http://www.ccr.gov.
