Description
The Department of Commerce, National Institute of Standards and Technology (NIST) intends to negotiate a firm fixed price purchase order. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Procedures for Evaluation and Solicitations for Commercial Items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Solicitation Number is SB1341-07-RQ-0429; the solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 2005-18. The North American Industrial Classification System (NAICS) code for this solicitation is 541990, and the size standard is 1000 employees. (For size standards go to: htttp://www.census.gov/epcd/www/naics.html) The National Institute of Standards and Technology has a requirement for technical support services described below. The Performance Work Statement is as follows: Performance Work Statement Background The Building and Fire Research Laboratory (BFRL) is seeking opportunities to develop potential areas of research collaboration with national China research organizations. After the NIST?s Management visit to China in November 2006 where they visited the National Institute of Metrology and the Chinese Academy of Sciences, the individual NIST laboratories are planning separate follow-up visits to explore research collaborations with their respective China counterpart laboratories. BFRL will explore opportunities to collaborate with key Chinese building and fire research laboratories in research areas including fire, composite building materials, building energy and environment, building structures and construction processes, and buildings to better withstand earthquakes and extreme winds technologies. Scope of Work The following work statement is for the organization and preparation of Beijing and Shanghai China visit scheduled for September 15 through 22, 2007. Contractor will serve as the BFRL/NIST Technical Secretariat in planning and participating in the BFRL/NIST-China long-range research program. Activity 1. Plan the BFRL/NIST Itinerary and make arrangements for the US-side to the China Visit. Specific Tasks: o Prepare and conduct various meeting with BFRL Management to identify and agree on BFRL research themes that will be explored with the Chinese counterpart laboratories. o Identify China Official Hosts for the Beijing and Shanghai visits. o Work with BFRL and Chinese hosts to develop two plenary session agendas that reflect beneficial long-term research programs. o Arrange with Chinese counterparts the various logistical arrangements including technical meeting receptions, hotel reservations, local travel, letter of invitation, etc. o Develop biographical sketches of BFRL delegation members. o Maintain routine status reports to BFRL Management delegation members ? document plans, schedules, and activities to delegation prior to trip. Deliverables: o Provide the BFRL Management delegation with a draft plan of activities and technical contacts and collaborations for the September 2007 trip to Beijing and Shanghai China. Activity 2: Develop the Beijing and Shanghai Technical Site Visit Itinerary Specific Tasks: o Identify with Chinese counterparts site visits to Beijing and Shanghai. o Develop detailed agenda for each site visit. o Develop a travel itinerary for the Joint Delegation Deliverables: o Complete agenda of activities and site visits of a technical program in preparation for the September 2007 trip to Beijing and Shanghai China. Activity 3: Make final arrangements for effecting the BFRL/NIST-China Visits Specific Tasks: o Finalize last minute details in preparing handouts or technical presentations, and compiling reports. o Participate as Technical Secretariat in the BFRL/NIST-China meetings. o Develop a report of the Joint Meeting and Technical Site-Visits. o Develop action items that will be used as input to create a five-year bilateral research program between BFRL/NIST and counterpart China laboratories. Deliverables: o Summary report of the joint meeting and site visits with action items for future collaboration. Acceptance Criteria: Acceptance criteria shall be based upon review and implementation as verified by the POC. Review and implementation shall be conducted on an on-going basis, ensuring that the contractor?s work is acceptable with respect to quality and thoroughness and meeting the requirements of the PWS. Desired outcomes and acceptance criteria are tabulated in the following chart. If results do not satisfy the performance requirement, the POC will work with the contractor to ensure that the necessary changes are made. PERFORMANCE REQUIREMENT SUMMARY Desired Output Required Service Performance Standard Monitoring Method What do we want to accomplish as the end result of this requirement? What task must be accomplished to give us the desired result? What should be the standards for completeness, reliability, accuracy, timeliness, and quality? How will we measure performance? How will we determine that success has been achieved? The contractor shall complete all planning and organization and coordination of activities related to the BFRL/NIST-China Joint Collaboration visit. The contractor shall complete all planning, scheduling, and make necessary arrangements for the technical activities associated to the September China visit. The contractor shall prepare the final technical program for the September China trip. Success will be determined by completion of the agendas for the technical meetings, including making arrangements needed for the technical activities and program. Period of Performance: September 1, 2007 through January 31, 2008. Travel required: Contractor will accompany the BFRL/NIST Management Delegation to China on September 15 through 22, 2007 in accordance with the Federal Travel Regulations, including airfare, VISA Application, per diem, registration fees, local transportation, and miscellaneous travel related expenses. Government-Furnished Equipment/Property: Contractor shall perform services on-site, possess a NIST-assigned laptop with assigned NIST account. (IT Security Form included). NIST will provide all of the facilities, equipment and supplies necessary to perform the work described in the PWS. Risk Level: Non-IT Moderate. (Risk Level Form included). Quality Control Plan: The contractor is responsible for developing and maintaining a Quality Control Plan which shall be submitted with the quote. The purpose of the Quality Control Plan is to ensure that the tasks most critical to performance of the PWS are met. *** DELIVERY SHALL BE F.O.B. DESTINATION *** to the National Institute of Standards and Technology (NIST), 100 Bureau Drive, Building 301 Shipping and Receiving, Gaithersburg, MD 20899-0001. EVALUATION FACTORS FOR AWARD: Award will be made using Simplified Acquisition Procedures under FAR Subpart 13.5, Test Program for Certain Commercial Items. The provision at FAR 52.212-2, Evaluation--Commercial Items, applies to this acquisition. The following factors shall be used to evaluate offers: 1) Approach: Evaluation Criteria: 1) Technical knowledge of the subject, capability to interact with China representatives, personal qualifications and prior experience. 2) Past Performance information: Evaluation of quality of service will be based on references from previous businesses or agencies to which similar services have been provided within the last three years. The Offerors must demonstrate ability in preparing silicon surfaces using wet chemical processing methods which result in atomically flat and ordered step and terrace silicon surfaces. 3) Evaluated price: Price shall be firm-fixed price for each document. Any discounts offered to the Government shall be identified. Non-price evaluation factors (1), and (2) are approximately equally important, and non-price evaluation factors, collectively, are approximately equally important to evaluated price. A Firm-Fixed-Price purchase order shall be awarded to the responsible Offerors whose offer, conforming to the solicitation, is determined to be most advantageous to the Government, evaluated price and other factors considered.
