Description
NOTICE OF INTENT: This is a pre-solicitation notice. The action code K-Combined Synopsis/Solicitation is listed in error and is hereby void. The United States Coast Guard (USCG) intends to enter into negotiations on a sole source basis with Rockwell Collins, 400 Collins Road, N.E, Cedar Rapids, IA 52498 to provide fifty-eight (58) URG-III High-Power High Frequency Radios. The proposed acquisition will be for six (6) months from the date of the award for the following: URG-III High-Power High Frequency Radios (A)Part Name (B)Part Number (C)Quantity (1)RT-2200 (ii)822-0906-003 (iii)58 (2)4 Kilowatt Power Amplifier (ii)270-2615-010 (iii)58 (3)Audio panel (ii)270-2772-030 (iii)58 (4)PR-2025 (ii)270-2586-010 (iii)58 The Contractor shall supply the URG-III High-Power High Frequency Radios to the following locations (quantities in brackets): ?USCG Communication Station Kodiak AK ? Ten (10) URG-III HF Radio systems ?USCG Communication Station New Orleans LA - Eight (8) URG-III HF Radio systems ?USCG Communication Station Honolulu HI - Six (6) URG-III HF Radio systems ?USCG Communication Station Boston, MA ? Ten (10) URG-III HF Radio Systems ?USCG Communication Station Miami, FL ? Five (5) URG-III HF Radio systems ?USCG CAMSPAC ? Seven (7) URG-III HF Radio systems ?USCG CAMSLANT ? Twelve (12) URG-III HF Radio systems ?10 Fleet Spares Installing URG-III High-Power High Frequency Radios allows the USCG to be interoperable with the Customs and Border Protection (CBP) over the Horizon Enforcement Network (COTHEN) system. This interoperability allows the USCG to reduce our current stand-alone HF system from 123 HF High Power Transmitters to 79, saving approximately $9M. Supply systems and support structures are already in place for the URG-III High-Power High Frequency Radios within the Department of Homeland Security. Converting or updating this system would require several million dollars and will add additional delays. In addition, updating the existing USCG Radio Remote Access Control Software (RADRACS) software for a different radio would cost approximately $1M. Combining the COTHEN/USCG HF systems supports the Department of Homeland Security Strategic Goal/Policy to make the various operating agencies within the Department interoperable. A common system for the Department of Homeland Security improves the security posture of the nation, increases mission effectiveness and better serves the taxpayers. This URG-III High-Power High Frequency Radios interfaces with the HF cellular Automatic Link Establishment network which is controlled by the Rockwell Collins remote control console used by CBP and USCG forces. The USCG developed RADRACS, which currently controls the URG-III High-Power High Frequency Radios and would have to be modified to control a different radio with no guarantee of interoperability within the CBP and USCG networks as well as increasing costs and delays. The North American Industry Classification (NAICS) Code is 334220. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. All capability statements received by 12:00 PM EST on 06 June 2007 will be considered by the Government. A determination by the Government not to compete this proposed contract is based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determination whether to conduct a competitive procurement.
