- NASA/GSFC intends to award a sole source Indefinite Delivery Indefinite Quantity contract to the Washington Metropolitan Area Transit Authority to provide Metrochecks and transit benefits via the SmartBenefits process to NASA?s Goddard Space Flight Center. This procurement action is for NASA?s participation in the Transit Subsidy Program authorized by P.L. 101-509. Section 629 of the Treasury, Postal Service and General Government Appropriations act, 1991 (P.L. 101-509, 104 Stat. 1389, 1478) allows Executive Departments and independent agencies to participate in any program established by a state or local government that encourages employees to us public transportation. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. E.S.T time on August 21, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. The Government intends to acquire a commercial item using FAR Part 12. The DPAS rating for this procurement is D0-C9.
