- United States Army Research, Development, and Engineering Command Acquisition Center (RDECOM) intends to award a 5 year, Firm Fixed Price (FFP) and Cost-Plus Fixed-Fee (CPFF) type contract on a sole source basis to Aqua-Lung America, Inc., 2340 Coust eau Ct., Vista, CA 92081 under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. R equirement is to produce and deliver Portable Helicopter Oxygen Delivery Systems and provide engineering and technical support. Aqua Lung America, Inc. owns the proprietary data rights to this commercial-off-the-shelf item. This product is unique because of its extremely light weight (3.4 pounds) and the long duration of its breathing capacity (2 hours). No other source can meet the Governments requirement due to the excessive cost involved in purchasing the data rights from Aqua Lung, Inc. Reference Solicitation W91CRB-07-R-0062. Interested parties may identify their interest and capability to respond to this requirement, no later than 12:00 am EST, 9 August 2007. All information submitted should support the offerors capability to provide th e services required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offerors bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email if the total file size is less than 5MB. Otherwise, responses must be submitted via hard copy to: US Army RDECOM, (Watkins), 4118 Susquehanna Ave., APG, MD 21005.
