- The Contracting Center of Excellence (CCE), on behalf of the OFC Chief of Chaplains, intends to a negotiate a sole-source contract with Kansas State University. The intent of the negotiations will result in a Firm-Fixed-Price (FFP) contract. The Go vernment intends to procure a Stong Bonds-Single Soldier Longitudinal Effectiveness Study. The purpose of this study is to assess the effectivenemss of the Chief of Chaplains Strong Bonds Single-Soldier training program at improving the relationship bondi ng patterns of soldiers who attend training. Specifically, evaluate whether reported changes from the training persist over time. Kansas State University has resources and personnel that are national leaders in Marriage Education Research and a working k nowledge of deployment issues and their relationship to Army marriage survival. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with one source under the authority of FAR 6.302-1, Only One Responsible Source. This notice is not a request for proposals. Interested parties for future competitive requirements may identify their interest in writing, no later than 9:00 AM (Eastern Standard Time) on 13 August 2007 for future competitive requirements. A d etermination by the Government not to compete this requirement based upon any responses to this notice is solely at the discretion of the Government. The CCE POC is Mr. Adam R.
