- The Headquarters Air Force Center for Engineering and the Environment (HQ AFCEE) is seeking exchange with our industry partners to obtain information regarding Contract Line Item Numbers (CLINS) pricing types and subcontracting goals for the Post Closing Management (PCM) Services requirement. 1. The Government?s intent is to Firm-Fixed Price to the maximum extent practicable CLINs and taskings for this requirement. Additionally, the Government is seeking insight to industry practices regarding pricing strategies of requirements similar to the PCM Services. The PCM Services requirements are (a) Program Support, (b) Initial Project Services and (c) Sustainment Services. Taskings under each requirement are described below: (a) Program Support include Technology, Training Module Development, Solution Implementation, Analysis/ Reports, Financial Analysis/ Strategic Planning, Insurance Program Support and Govt reporting (OSD, GAO, OMB), Technical Papers/ Publications, and Meetings/ Workshops/Briefings. (b) Initial Project Services include Compliance checklist, Insurance compliance, Force Protection/ risk mgmt, Project summary and Project site visit support and training. (c) Sustainment services include Compliance testing, Project analysis and reporting, Insurance compliance reviews, Standardized program reporting, and Document management. 2. The Government is also seeking comments on the attainability of the PCM subcontracting goals for small business and each small business subcategory. The draft PCM subcontracting goals for Small Business Participation is: Small Business: 24% of total awarded or obligated dollars; Small Disadvantaged Business: 5% of total proposed subcontracting dollars; Woman Owned Small Business: 2% of total proposed subcontracting dollars; HUBZone Small Business: 1% of total proposed subcontracting dollars; Service Disabled Veteran Owned Small Business: 1% of total proposed subcontracting dollars; Veteran Owned Small Business: 1% of total proposed subcontracting dollars. 3. The Draft Sections L, M, Basic Performance Work Statement, Attachment L-1 (Sample Task PWS), L-3 (Present/Past Performance Information Form-PPI) and L-4 (Present/Past Performance Questionnaire-PPQ) are updated and available for download. The updated draft sections will also be posted on the following website at http://www.afcee.brooks.af.mil/pkv/pcm/default.asp?CID=70&folder=PCM. Please include the following with your response: Name and address of firm, size of business, point of contact and telephone number. We request and encourage you to submit your comments by email to afcee.pcm@brooks.af.mil no later than 13 August 2007. Please do not send any proposals. Request for proposals, if and when issued, will be available on the Internet at FedBizOpps.gov and the AFCEE PCM website. As such, it is the potential offeror?s responsibility to monitor these sites for the release of any additional information.
