Description
This is a combined synopsis/solicitation for furnishing and installing audio visual projectors in classrooms and court rooms located at the Air Force JAG School, Maxwell AFB, AL prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This acquisition has been set aside for award to a Small Business. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number F2XTB27191A001 is being issued as a Request for Quotation (RFQ) using Simplified Acquisition Procedures under FAR 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-17 (15 May 2007) and Defense Federal Acquisition Regulation Supplement (DFARS) change notice 20070522. It is the offeror?s responsibility to be familiar with applicable clauses and provisions. The North American Industry Classification System code is 334310 with a small business size standard of 750 employees. CLIN 0001-NEC or equal Projector, 4000 ANSI, XGA, Mfr Part No. NP2000 to be located in the JAG School Conference Room (Rm 103) and JAG School Court Room. Quantity of 2 ea. CLIN 0002-NEC or equal Long Throw Lens to be located in JAG Conference Room (Room 103), Mfr Part No. NP03ZL. Quantity of 1 ea. CLIN 0003-NEC or equal Long Throw Lens for Court Room, Mfr Part No. NP04ZL. Quantity of 2 ea. CLIN 0011-Installation in Bldg 694, Maxwell AFB, AL of projectors and mounts in areas described that includes four (4) new systems in Rooms 117, 124, 125, and 127; Replacement of two (2) existing projectors in conference room (Rm 103) and court room; install and repositioning of 10 existing room systems (Rms 118, 120, 121, 123, 126, 128, 129, 130, 131 and 132). Projectors must fill existing screen of 96" x 74". Average room size is 16' x 18'. Quantity of 1 lot. CLIN 0012-Shipping/Freight/Handling. Quantity of 1 lot. These items are to be furnished and installed at: AF JAG School, 150 Chennault Circle, Maxwell AFB, AL 36112. Award will be made based on the best value to the government. Interested vendors must quote on all items. Partial quotes will not be accepted. Only one (1) award will be made as a result of this combined synopsis/solicitation. Vendors must be registered with the following Internet databases to be eligible for award: 1. Dept of Defense Central Contractor Registration (CCR), 2. vendor On Line Representations and Certifications (ORCA), and 3. Wide Area Work Flow (WAWF). Both CCR and ORCA registrations can be completed on line through http://www.bpn.gov and WAWF registration can be completed at https://wawf.eb.mil. The following DFARS clauses are included by reference: DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisition of Commercial Items (Jan 2005) and the following clauses are applicable under sub-paragraph (a) and (b): 252.232-7003, Electronic Submission of Payment Request (Jan 2004). DFARS 252.204-7004 Alternate A Central Contractor Registration (Nov 2003) is also applicable. Quotations should meet all instructions put forth in this combined synopsis/solicitation. Award will be made to a single source. Reference the solicitation number and provide a delivery date on the quotation. PROJECT QUESTIONS AND ANSWERS FOLLOW: 1) Question-What sort of video input sources will you be using with the projectors(DVI, VGA, Composite, component)? We need specific information so the cables can be made accordingly. Please list all that apply. Answer-Composite AV is one source, the second one is VGA for the replacement projectors and composite AV for the new install with second input as component. 2) Question- Where is the video cabling being routed to? The distance of each cable run is important as well as if this it to be interior an existing wall or inside an exterior-wall conduit. Answer- The cables are each 45? to 50? average and are routed to/from PC and VCR within the room, typically at the front of the classroom. All cables are above ceiling tiles and or inside hollow walls. 3) Question-How far away from the power source will these projectors be? It would be most cost effective if there is a uniform length you want the power cords to be made. Answer- Power source is next to each projector and standard length power cords are needed. 4) Question- What sort of surface will these be mounted to (joist beams, false panel ceiling, other)? Again, digital photos would be helpful. Answer-False panel ceiling. 5) Question- Is cabling required for 4 new installations? Answer- Yes. 5a) Question- If so what is average length of cable run. Answer- Cable runs will average 45? to 50?. 6) Question-Does repositioning mean simply adjusting a mounted projector or moving projector and mount to other part of the room? Answer- It could be either since not all projectors have the same distance throw to fill the 96?X74? screen, so you may have to do a minor zoom adjustment or maybe move the projector and mount forward or back in order to obtain the correct image size. A building diagram showing projector locations and digital photographs of classrooms and existing projector setup are available.
