- Description The Bureau of Alcohol, Tobacco, Firearms, and Explosive (ATF) intends to negotiate on a sole source basis with International Fertilizer Development Center (IFDC),P.O. Box 2040 Muscle Shoals, Alabama 35662, to conduct to acquire data and evaluate the feasibility and practicability of identifying ammonium nitrate (AN) production sources form their intrinsic crystal graphic, physical, and chemical properties. This is a contract for a base year with four option. The anticipated start date is September 01, 2006. IFDC has the specialized experience, resources, personnel, and equipment to conduct explosives analysis for ATF. This announcement constitutes the only solicitation. This notice of intent is not a request for competitive quotes. This procurement utilizes the simplified acquisition procedures under FAR subpart 13.5. Vendor must have registered in the Central Contractor Registration Database at www.ccr.gov to receive this award. Award will be made on an All or None Basis.
