Description
The National Cancer Institute (NCI) plans to procure on a sole source basis for services regarding Evaluation of the Completeness Index Method in Estimating Complete Prevalence from Younger Registries with a Short Series of Incidence and Follow-up Data with The Istituto Superiore di Sanita, Viale Regina Elena 299, 00161 Roma. The North American Industry Classification System Code is 541380 and the business size standard in $11M. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106. The aim of this project is to evaluate the performance of the completeness index method in estimating complete prevalence from data with short number of incidence and follow-up years; to provide some guidelines on the minimum number of years necessary for a good performance of the completeness index method and to suggest alternative methods combining data from older registries that will permit estimation of complete prevalence from data of a younger registry. Specifically the contractor shall use data from two registries - the historical Connecticut Tumor Registry (CTR) which contains incidence and follow-up from 1940 through 1996 and the New Mexico Registry (NMR). The CTR is chosen because it is the only registry that allows estimation of complete prevalence. The New Mexico registry contains incidence and follow-up from 1975 through 2003 and is chosen because it is distinct with respect to SEER-9. 1) Estimate incidence and survival models from a short range of data {(2003-l), 2003} for CTR and NMR, respectively, where l=5,?, 20; 2) Input the incidence and survival parameters estimates into the COMPREV software; 3) Use SEER*Stat to estimate l-year limited duration prevalence (LDP): 4) Import l-year limited duration prevalence into COMPREV; 5) Calculate completeness index and complete prevalence (CP) by COMPREV using: a) Registry specific incidence and survival parameters estimated from the limited data of length l and, b) SEER incidence and survival parameters; 6) Compare the complete prevalence estimates obtained in 5a ) and 5b) to different estimates of complete prevalence from the two registries: a) For the CTR compare with 67-year limited duration prevalence and, b) For the NMR compare complete prevalence obtained in 5) to: i) 29-year limited duration prevalence calculated from the NMR using the counting method (LDP(x,29)) and, ii) complete prevalence estimates using SEER parameters and NMR 29-year limited duration prevalence (CP(x,29,SEER)). Period of Performance: September 1, 2007 through August 31, 2008. The Istituto Superiore di Sanita is the only source known that has developed the Completeness Index Method which is required to continue this ongoing NCI study. The Istituto Superiore di Sanita has the knowledge and software required to perform these studies. It is unknown to the NCI that there is any other source available that has the knowledge and software to provide these services. Changing variables at this time will be detrimental to the current NCI studies in progress. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office by 1:00 pm ET on August 21, 2007 to Malinda Holdcraft, Contract Specialist. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in and have valid certification in the Central Contractor Registration (CCR), www.ccr.gov and the Online Representations and Certifications Application (ORCA) www.orca.bpn.gov.
