Description
The National Marine Fisheries in Boqueron, PR intends to award a sole source purchase order to Mr. Ramos of Producciones JR located in Cabo Rojo, Puerto, and Rico. The order is for the airing of interviews with the National Oceanic and Atmospheric Administration, (NOAA) Fisheries personnel and other educational information regarding the coral reef ecosystem through the program ?Tourism in Borinquen.? Mr. Eulogio (Junior) Ramos of Producciones JR is the producer of the program ?Tourism in Borinquen? and has contracts with three cable stations, a satellite television network, and a local television station to air the program. Mr. Ramos also has the equipment to add the sound track and completes all edits in order to produce the final program segment that will be titled, ?Sea Adventures with NOAA,? and has the right to distribute this product for television. This is the only know program of this type airing in Puerto Rico. Mr. Ramos of Producciones JR owns and operates this company and has been producing the ?Tourism in Borinquen? program segments for many years. The program is dedicated to local tourism and has recently added a segment regarding how to protect marine life, including corals, while in the sea due to the company?s interest in conservation of marine resources for the enjoyment of future generations. The purpose of this project is to increase public awareness regarding the importance of the marine ecosystem using television, cable, and satellite stations as an educational medium to reach thousands of people around Puerto Rico. This objective of this effort is to lead to a reduction in the amount of garbage deposited and the human impacts to these ecosystems. A segment of the program will be devoted to marine resource conservation and will include interviews, public service announcements, and other materials developed in cooperation with NOAA Fisheries. Minimum qualification: Coordination with NOAA, to develop, produce, and air a series of segments ?Sea Adventures? within the Tourism in Boriquen program related to the marine conservation over a twelve-month period on cable, satellite, and local television stations, Development of a storyboard, Production of ?Sea Adventures with NOAA? segments along with airing of segments, Inclusion of educational information on the ?Tourism in Borinquen? website, Provide copies of ?Sea Adventures with NOAA segments. Anticipated performance period is date of award through 12 months. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This is not a request for competitive proposals. However, all proposals received within ten (10) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal, which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding similar programs they have airing in Puerto Rico currently, and any additional supporting literature. Submissions received in response to this notice shall be evaluated based on the technical ability and demonstrated past experience to meet the requirements described in the description section above. Vendor must provide a DUNS number (http://www.dnb.com/us/ ) and register with the Central Contractors Registration (http://www.ccr.gov/ ).
