Description
This is a combined synopsis/solicitation for commercial items in accordance with the Federal Acquisition Regulations (FAR) Parts 12 and 13, as supplemented with additional information included in this notice. This solicitation is set aside exclusively for small business concerns. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation Number NFFK0007-12418 is issued as a request for quotations. The associated North America Industry Classification System code is 511210. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Services (NMFS), has a requirement to conduct economic analysis of fisheries policies. The government requires 2004 Implan Data for Coastal Counties. To that end, specialized data and software helps in the analysis of the impacts of NMFS policies on local economies. For example, the data will help answer whether area closures affect the financial viability of some communities more negatively than others. The data will also allow the analysis of the impact of our policies on boat-builders, fish processors, and other industries closely tied to the commercial fisheries at a detailed geographical level. Additionally, the data also helps in the analysis of how policies will impact recreational fishermen. Some policies may induce fishermen to undertake other recreational activities which would affect the economies of coastal communities. The government requires the actual economic model and county level data files for the entire U.S. As a result of this synopsis, the government anticipates a single award. NMFS previously purchased IMPLAN data in 1995 and in 1998 and updated the data sets. The government requires the base data using national economic data, and currently requires the 2004 updated data sets. The government's estimate for this data is $33,000. Delivery is required within 30 days of award. The contract deliverables shall be Implan 2004 data for coastal counties (CLIN 0001). The award will be made on a best value basis. Best value evaluation factors include the following: 1) Approach: The likelihood of effectively meeting requirements; 2) Past Performance: The relevance and quality of prior performance; and 3) Price: The amount, realism and consistency of the evaluated price. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular 2005-18. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provision and clauses shall apply to this solicitation: FAR 52.212-1 Instructions to Offerors-Commercial, FAR 52.212-2 Evaluation-Commercial Items (Nov 2006). The Government will award a single fixed price purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: i) approach, ii) past performance, and iii) price.
