Description
The United States Patent and Trademark Office (USPTO) Office of the Chief Information Officer (OCIO) plans to award a contract for Program Management, Business Management, and Financial Management support. The contract will have a one year base and four one year options. In the area of Program Management the contractor will assist the PMO Director with the development of best practices, governance, processes, and training to assist the OCIO in implementing a more structured program management environment. In the area of Business Management the contractor support will make maximum use of matrixed resources to provide cross-team and cross-organizational visibility and communications, maximum flexibility to redeploy team resources temporarily to support critical OCIO surge requirements while maintaining satisfactory coverage levels overall, setting up specialist structures to resolve specific areas such as budget formulation, convening appropriate stakeholders to address coordination issues, improving preparedness and responsiveness toward meeting organizational goals, and enhancing capabilities to deliver complex projects and initiatives on time and within budget. In the area of Financial Management the contractor will support the Budget and Finance Division staff with the execution of its organizational mission including formulation and execution of the OCIO budget, development and maintenance of a revised Activity Based Cost Management model, and supporting contract management and review functions. The USPTO anticipates awarding a Time-and-Materials type contract for a 12 month base period, with four 12 month option periods for a maximum period of performance of 5 years. This procurement is set aside for service disabled veteran-owned businesses. The associated North American Industry Classification System (NAICS) code for this acquisition is 541611. The small business size standard is $6.5M. The Request for Proposals (RFP) will be posted (when available) to the following USPTO website established for this procurement: http://www.uspto.gov/web/offices/ac/comp/proc/currproj.htm. It is the offeror's responsibility to monitor this website for release of the RFP. The RFP is scheduled for release on OR ABOUT July 20, 2007. NO QUESTIONS WILL BE ENTERTAINED AT THIS TIME. Questions will be entertained following the release of the RFP, utilizing the procedures specified in the RFP.
