- NOTIFICATION OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER. The Pension Benefit Guaranty Corporation (PBGC) intends to enter into a sole source agreement utilizing the Simplified Acquisition method described in FAR 13.106, with Michael P. Dopera. The purpose of this proposed procurement is to provide pension analysis and appeals services. The Contractor, shall perform the following duties: (1) Conduct an independent and impartial review of the relevant facts of assigned appeals, including but not necessarily limited to: (a) identifying, researching and reviewing issues, and relevant documents (including plan documents), collective bargaining agreements, applicable law and regulations, and agency policies, procedures and practices; (b)reviewing all data in dispute and all other data relevant to the appeal, including participant data submitted by the appellant and relevant data otherwise available to PBGC. When data is in dispute, the contractor shall compare data used in the benefits determination against all documents from internal and external sources to ensure the accuracy of the agency?s benefit determination. When necessary, the contractor shall be required to locate or seek out additional data. (2)Prepare draft decisions on appeals of PBGC benefit determinations under the Bethlehem Steel Corporation Pension Plan, finding facts about pension benefits including benefit entitlement or amount. The period of performance for this award is one (1) year. Interested organizations may submit their capability statements, and qualifications for the provision of this service, which may or may not be considered by the agency. This is not a solicitation, but a Notice of Intent. No solicitation will be issued . This is a simplified acquisition with an estimated value of less than $100,000
