Description

FSIC Philadelphia Contracting Office intends to negotiate a contract on a sole source basis with Kaplan Ph.D. for expert scientific, technical, and computer programming support services to review, maintain, and update Naval Observatory publications, software, and Web services for the period of fiscal year 2008 in support of the Astronomical Applications Department of the U.S. Naval Observatory. FAR Subpart 13.5?Test Program for Certain Commercial Items applies. The contractor must possess knowledge of practical astronomy, astrometry, celestial navigation, and underlying physical principles. This knowledge is at the specialist level, Ph.D. degree or equivalent. The contractor must be able to convert abstract methods and formulas into algorithms that can be programmed on a computer. The contractor must be able to program a computer in a high-level language (i.e. FORTRAN, C, C++), and obtain and interpret results from these programs. The contractor must possess excellent written and oral communication skills, as evidenced by a tangible body of technical writing and presentations. This is not a request for competitive quotations. See Note 22.
